We are seeking a proactive, organised and strategic
Resilience Officer
to help ensure that the organisation is prepared for, able to respond to, and capable of recovering from emergencies that may impact residents, services and the wider community.
Working within the framework of the
Civil Contingencies Act 2004
, the role supports the development, maintenance and improvement of emergency plans, business continuity arrangements, risk assessments and resilience capabilities. You will work closely with internal departments, emergency services, external partners and community organisations to strengthen preparedness and operational response.
This role also participates in a
24/7 on-call rota
as an On-Call Resilience Advisor.
Key ResponsibilitiesRisk & Compliance
Ensure compliance with the Civil Contingencies Act 2004 and local resilience standards.
Horizon-scan emerging risks and undertake risk assessments with relevant stakeholders.
Maintain and review emergency response capabilities through structured testing and assurance processes.
Lead the development and review of emergency plans for a wide range of scenarios.
Business Continuity
Support internal services in developing, reviewing and improving business continuity arrangements.
Ensure critical services are identified and have plans in place to remain operational during disruption.
Training & Exercising
Design and deliver training programmes for emergency response teams and wider Council services.
Lead and support exercises to test emergency and business continuity arrangements.
Deliver or support training with community partners, voluntary groups, local businesses and emergency services.
Partnerships & Community Resilience
Build strong working relationships across internal teams and external organisations.
Promote preparedness and strengthen community resilience through outreach and engagement.
Work collaboratively with local emergency services, resilience groups and regional partners.
Continuous Improvement
Identify lessons learned from incidents, exercises, inquiries and national events.
Lead improvement projects to strengthen resilience capabilities and organisational preparedness.
Support the development of policies, guidance and performance improvement initiatives.
Professional Standards & Reporting
Maintain competency in line with national occupational standards for resilience and emergencies.
Keep accurate records, produce reports and contribute to statutory returns.
Participate in the 24/7 on-call rota and fulfil the responsibilities of an On-Call Resilience Advisor.
Ideal Candidate ProfileEssential Experience
Experience working in a complex organisation.
Background in emergency planning, resilience, incident response or a related field.
Experience delivering projects and managing challenging situations under pressure.
Ability to build strong relationships and work collaboratively with senior leaders and stakeholders.
Experience delivering training or exercises to groups.
Strong experience producing reports, plans or documentation for diverse audiences.

Work Environment
Hybrid working - typically
at least two days per week in the office
.
May attend sites across the borough during incidents, training, exercises or community engagement.
Occasional travel for regional or national resilience meetings and training.
