Resourcing Advisor I am working with a Public Sector Organisation based in Oxfordshire who are looking for a Resourcing Advisor for a permanent role. The role is full time and paying up to \xc2\xa338223 per annum. Job Purpose

  • To plan, manage and support the implementation of a new in-house ATS. Supporting the Resourcing Team Lead in providing an efficient, effective, professional and comprehensive \'frontline\' recruitment service to Managers, ensuring a continuous, solution focused recruitment service.
  • Managing and developing skills and competencies of 2x Resourcing Officers, your team will assist the Resourcing Team Lead in providing an efficient, solutions focused recruitment and vetting transactional service working to agreed service levels and KPIs.
  • During the ATS implementation, supporting the Resourcing Team Lead in creating the resourcing work flows, template letters and associated processes and procedures and thereafter updating and maintaining them in accordance with legislation and best practice.
  • After the ATS implementation, the Resourcing Advisor will support the resourcing processes, providing guidance to managers on recruitment, advert writing, system usage and marketing campaigns.
  • Responsible for providing general recruitment advice to stakeholders, including ATS training and administration and overall understanding of the new recruitment processes.
  • You and your team will be the ATS super users, providing data/reports to the Talent Acquisition Specialists and wider business, identifying areas such as, candidate attraction, media usage, recruitment matrix, and EDI monitoring.
  • Support the Resourcing Team Leader and working in collaboration with the wider resourcing team raise the profile of the service and support the delivery of the resourcing strategy. Including ensuring the council is recognised as an inclusive employer of choice through its employee value proposition, employer brand, and diversity and inclusion initiatives
Duties and Responsibilities
  • Work in partnership with the Resourcing Team Lead and Talent Acquisition Specialists to build and sustain relationships with hiring managers and key stakeholders across the organisation to provide recruitment guidance, gain a wider understanding of the organisation and forward plan recruitment requirements.
  • Proactively managing day to day operations of the Resourcing Officers, to provide a range of system support and advisory services, to ensure the effective and timely delivery of a high volume and high value recruitment service.
  • Monitor effectiveness of front line ATS queries through the resourcing in-box, creating and managing SLAs for timely and accurate responses
  • Develop and maintain standard operating procedures and workflows for the team based on best practice, legislation, customer experience and LEAN principles.
  • Create, monitor and update ATS training materials for managers to enhance and improve the management self-service model.
  • Support the Resourcing Team Lead in the design and delivery of training (virtually and classroom based) to the team and hiring managers. As well as producing and updating ATS system requirements, policies, guidance and toolkits.
  • Act as a recruitment systems super user; taking a digital first/automated approach, continually maximising system functionality to enhance the manager/candidate user experience.
  • Monitor and manage team performance to achieve agreed service level agreements with a focus on continuous improvement.
  • Take responsibility for personal and team continuous professional development and learning. Build and maintain a wide professional network and proactively research forthcoming legislation, practices, and developments within the sector, to ensure best practice and compliance e.g. IR35, GDPR.
  • Ensure the team keep compliant documents and records and have up to date knowledge of internal and external audit requirements.
  • Prepare regular reports, data and performance metrics on recruitment analytics and trends.
  • Support the Resourcing Team Lead, in shaping the recruitment processes.
  • Ensure that the Council\'s values and behaviours are at the heart of all we do.
  • Inspire a culture of excellence and continuous improvement based on feedback and best practice.
Knowledge & Skills
  • Level 5 REC/CIPD qualification or equivalent relevant experience evidenced through professional development or study.
  • Experience of successfully creating, developing and managing high performing recruitment advisory teams and implementing new recruitment systems.
  • A comprehensive understanding of an ATS functionality, both from a third party and in-house perspective
  • Extensive recruitment advisory experience in an internal or agency setting within a large multi-site/discipline/sector organisation. Extensive up to date knowledge of recruitment and compliance related legislation and best practice with the ability to confidently provide advice.
  • Proven experience of improving and continually developing end to end complex recruitment processes and procedures.
  • Very competent IT user including the use of candidate databases and leading applicant tracking systems. Very competent user of Microsoft Office products (such as Word, Excel, Power BI, Outlook, Visio, Teams and SharePoint). Confident with data analysis, using it to inform strategy and monitor performance and return on investment.
  • The ability to confidently take responsibility for leading, motivating and performance managing teams, delegating responsibility whilst supporting team members to develop and progress to achieve individual and service objectives.
  • Excellent organisational skills with the ability to effectively plan own workload with limited supervision and a proven ability to effectively manage competing demands and priorities.
  • An articulate communicator, confident liaising with decision makers at all levels with the ability to inform and influence and gain consensus on complex issues to achieve outcomes. With the ability to produce professional, concise and accurate reports and documents.
  • Excellent interpersonal skills with the ability to develop and maintain effective working relationships and manage expectations with key stakeholders, partners and candidates.
  • Highly resilient with the ability to manage own emotions in the face of pressure, setbacks or when dealing with challenging situations.
