TITLE: Responsive Maintenance and Compliance Manager



RESPONSIBLE TO: Director of Operations



RESPONSIBLE FOR: Compliance and Asset Surveyor, Maintenance and Void Surveyor, Estate Safety Coordinator



LOCATION: Association's Headquarters, Carmarthen



HOURS: 34.5 hours/Week



You will deliver the Associations Mission, Vision and Values through your work and empower your team to do the same. Objectives of the post:



To effectively manage the provision of all responsive maintenance, empty homes and compliance related services.

To lead your team by example providing leadership, guidance and support enabling your team to excel in the services they provide.

To be a positive role model as a senior manager within the Association supporting colleagues from across the organisation to work collectively towards delivering the Association's objectives.

To ensure there is continuous improvement of the services delivered by your team, always striving to foster innovation, efficiencies and resilience within your area of responsibility.

To be responsible for ensuring the Association's homes and other property related assets are compliant with all statutory and regulatory requirements.

To be responsible for the delivery of grounds maintenance, communal cleaning and all other service chargeable maintenance services.

To ensure the provision of services are delivered within the ethos of the Associations Mission, Vision and Values.

Principal Duties:



Continuous Improvement and Residents Voice

To ensure our residents voice is heard and used for the benefit of service improvement by monitoring results of resident satisfaction and attending resident involvements events as appropriate.

To thoroughly investigate, manage and respond to complaints about the services delivered.

Statutory and Regulatory Compliance



To be responsible for ensuring all properties are compliant with current legislation, including property servicing, adaptations servicing, compliance regimes and accurate recording the same.

To ensure that high standards of contractor competence and performance in relation to health and safety are maintained.

To ensure that works are carried out in accordance with all relevant legislation including compliance with British standards, building regulations, CDM, HHSRS, health and safety, Renting Homes (Wales) Act, lease and management agreements and landlords statutory obligations.

To comply with and keep up to date with pending legislation, approved Codes of Practice and associated guidance, and work within approved policies and procedures.

Day to Day Responsive Repairs and Empty Homes



To oversee the timely delivery of the day-to-day responsive repairs service and the management of our empty homes.

To effectively manage and oversee the Associations response to Damp, Mould and Condensation.

To ensure that the Associations repairs obligations are met.

To ensure that repairs and empty homes are delivered inline with WHQS 2023 requirements.

Service Chargeable Maintenance Services



To be responsible for the delivery of good quality and good value service chargeable maintenance contracts.

To ensure timely information relating to service charge contracts is available to finance for service charge calculations purposes.

To monitor the progress and performance of service chargeable maintenance.

Procurement and Approved Contractors



To lead the preparation of quotations / tender documents as well and as updating of a schedule of rates for repairs, empty homes and minor works.

To ensure that works are procured in accordance with the Association's procedures and financial regulations.

To ensure that pre and post works inspections are carried out where appropriate.

To maintain lists of approved contractors and consultants, monitor insurances and carry out appropriate performance monitoring.

Miscellaneous



To act as line manager for the Maintenance, Voids and Compliance staff with a leadership style that will get the best from them by supporting, motivating and empowering them to achieve individual and team goals.

To be a positive role model work closely with colleagues across the Association to effectively deliver across all property services functions.

To manage all aspects of Risk Management in relation to Maintenance, Void and Compliance services.

To lead on the Associations Maintenance, Void and Compliance related Policy and Procedure.

To ensure services are of a standard that achieves assurance from internal auditors and to work effectively with auditors when undertaking reviews.

To monitor spend against budgets, champion value for money and be accountable for the services delivered.

To carry out other duties appropriate to the post as necessary or required.

To be subject to a DBS check (previously CRB check).

Pay: 49,451.00-53,346.00 per year
