Purpose of the post



Ensure that the people of Gwynedd are at the heart of everything we do. Lead and supervise the work of reconciling Revenue and Finance systems, and assist in the administration of the main systems and computerised support systems of the Benefits and Tax services

Responsibility for functions



Assist in maintaining the systems used to operate the Benefit, Council Tax and Non-Domestic Tax regimes.

Main duties



Collaborate with the Revenue Systems Advisor to upgrade the relevant Revenue systems and keep them up to date with all supplier changes (software releases) and deputise for the Revenue Systems Advisor as necessary. Analyse release notes when the software is upgraded to deal with corrections and changes. Testing the new releases to ensure accuracy and correct operation. Following new releases, prepare explanatory material for the staff to inform them of the changes and how to implement those changes within the system day to day. Ensure the working accuracy of the OpenText DIP electronic workflow system, ensuring that the system is maintained and updated as necessary. Assist in maintaining that the parameters of the Benefits system are up to date and accurate, including the notification letters. Assist in the end of year processes for Benefits and Education. Carry out any other duties relating to the main Revenue system and supporting systems in accordance with the instructions of the Revenue Systems Advisor. Assist the Benefit Manager and Senior Operations and Training Officer to make any changes to applications on the system or in the tables in order to ensure the accuracy of Housing Benefit/Council Tax Reduction applications by carrying out regular investigation and checking work. Notify the Taxation Manager or the Benefits Manager (if appropriate) if any mistakes or misuse of the system come to light. Lead the process to run checks and BACS payments on a weekly basis updating accounts and the ledger as required in accordance with the appropriate guidelines. Prepare weekly/monthly data files -- bills/reminders/reviews for sending out. Assist in developments in the self-service area of the Revenue systems or any developments in the area of Revenue that affect the systems. Supervise the work of reconciling the totals of the different systems and when they do not balance , supervise the work of establishing why and correcting. Assist and conduct training as required on the systems side e.g. new staff or if there was an Apprentice / Trainee Produce and assist in creating reports from the system for various inquiries including Freedom of Information requests Responsibility for self-development. Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council's Health and Safety Policy. Operate within the Council's policies in relation to equal opportunities and equality. Responsible for managing information in accordance with the Council's information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation. Commitment to reducing the Council's carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council's Carbon Footprint. Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job. Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
