Main Purpose of the job:
The ASB Officer is responsible for investigating, preventing, and managing incidents of anti-social behaviour within the community. This includes enforcing the Public Space Protection Order (PSPO) to ensure the safe and lawful use of public spaces. The role involves engaging with residents, businesses, and partner agencies to implement effective interventions, support victims, and take enforcement actions where necessary.
Additionally, the Officer is responsible for investigating reported breaches, gathering evidence, and assisting with enforcement actions, including close coordination with law enforcement and council departments. They play a vital role in raising public awareness, encouraging responsible behaviour, and ensuring the effective implementation of community safety initiatives.
1. Manage a complex caseload of complaints related to community safety, anti-social behaviour (ASB), and breaches of Public Space Protection Orders (PSPOs), ensuring timely investigation and appropriate enforcement action.
2. Respond promptly to victims of crime and ASB, assessing risk and vulnerability levels while adhering to key performance indicators and legislation such as the Community Trigger process.
3. Provide expert advice to complainants and partner agencies on relevant legislation, including the Anti-Social Behaviour, Crime & Policing Act 2014, Crime and Disorder Act 1998, and other PSPO-related enforcement frameworks.
4. Undertake enforcement actions in line with local policies, using intervention tools such as Community Protection Notices (CPNs), Civil Injunctions, and Criminal Behaviour Orders (CBOs) to address ASB and PSPO breaches.
5. Investigate complaints using a range of methods, including collecting witness statements, community impact statements, and diary sheets, as well as deploying surveillance equipment where necessary.
6. Issue enforcement measures, including warning letters, Fixed Penalty Notices (FPNs), fines, and prosecution, ensuring compliance with PSPO regulations and ASB legislation.
7. Make representations under the Licensing Act 2003 as a Responsible Authority, addressing ASB-related concerns linked to licensed premises, and initiating licence reviews where appropriate.
8. Prepare legal case reports and prosecution files, assessing evidence sufficiency and public interest before making recommendations for legal proceedings. Conduct PACE interviews when required.
9. Attend court to present evidence as part of enforcement proceedings, ensuring effective case presentation and legal compliance.
Requirements
Officers must have the necessary skillset.
The candidate must be well-versed in ASB legislation, as they will be required to issue financial penalties.
Strong interpersonal skills with the ability to communicate effectively with diverse groups.
A proactive approach to problem-solving and conflict resolution.
Previous experience in community service or security roles is an advantage but not essential.
Ability to work independently as well as part of a team.
