Role Purpose
Have overall operational responsibility for the efficient and effective delivery of all Section 20 Notices for A2Dominion, ensuring compliance with current legislation and best practice guidelines.
Provide advice, guidance and training to colleagues across the organisation on the requirements of Section 20 compliance for all works and service as may be needed including but not limited to all teams in Asset Compliance, Responsive repairs, Major and Planned Works, Estates Services, Service Charges, Income Recovery and Procurement.
Key responsibilities/deliverables
Lead Section 20 Consultations
In collaboration with the respective areas of the business, oversee Section 20 consultations for works and services. Ensure A2Dominion's ability to recover costs is protected while respecting leaseholders' rights and incorporating their views wherever possible.
Coordinate Section 20B Notices
Work with the Service Charge team to prepare and issue Section 20B notices for deferred works or service costs, ensuring legal compliance and timely communication.
Support Accurate Service Charge Production
Assist in producing accurate service charges, particularly for works subject to consultation. Reconcile actual costs against Section 20 estimates and support the resolution of resident enquiries and disputes, representing A2Dominion externally when required.
Lead Operational Projects
Manage and deliver projects aimed at improving team operations, efficiency, and service quality.
Develop and Maintain Policies and Procedures
Lead the development, review, and implementation of departmental policies and procedures. Ensure compliance with legal and regulatory requirements while promoting best practice and high levels of customer satisfaction, particularly in relation to Section 20 and related areas.
Contribute to Broader Policy Development
Support the ongoing review of policies beyond core responsibilities to ensure alignment with legislation and sector best practice, especially where they impact the team's work.
Translate Strategy into Action
Convert strategic objectives and operational performance measures (including KPIs, SLAs, and SIPs) into actionable team plans. Monitor and support team performance to ensure delivery of excellent services.
Budget Management
Contribute to departmental budget setting. Monitor and analyse expenditure to ensure financial control and prevent overspending.
Risk and Value for Money Oversight
Identify and manage risks affecting the organisation, including financial risks. Ensure services deliver value for money and align with organisational goals.
Customer Service and Complaint Resolution
Handle enquiries and complaints effectively, promoting high customer service standards. Use feedback and complaints to drive service improvements and enhance Tenancy Satisfaction Measures (TSMs).
Build and Maintain Relationships
Develop and maintain strong professional relationships internally and externally to safeguard the organisation's interests and promote collaborative working.
Maintain Accurate Records
Ensure all records are up-to-date, accurate, and accessible, including the effective use of computer systems and databases.
More about you:
Educated to GCSE level or equivalent in Maths and English (Grades A- C)
Hold (or working towards) a professional qualification such as RICS (Royal Institution of Chartered Surveyors), ARLA Property mark, TPI (The Property Institute (Formerly IRPM)), or CIH (Chartered Institute of Housing).
Extensive experience of legal aspects of leasehold law and regulations, including sections 20 and 20b and ideally practical experience of preparing and representing cases at Tribunal (FTT and upper Tribunal) and court
Working knowledge of Landlord and Tenant Acts, Statutory Instruments and Regulations.
Good understanding of leasehold block management in the private sector and working with managing agents both directly employed and appointed by superior landlords
Excellent communication skills, both verbally and written.
Excellent interpersonal skills and ability to work collaboratively with stakeholders and colleagues.
Ability to work effectively under pressure and to meet deadlines and targets.
Proven decision maker who takes ownership and responsibility for outcomes.
Practical knowledge of building safety requirements as they relate to leasehold properties.
Strong data and performance management skills to drive continuous improvement.
