Responsibilities

Undertake technical assessments and activities based on professional competency, making decisions to effectively deliver the Building Control function. Ensure buildings comply with relevant regulatory standards in terms of health, safety, sustainability, energy conservation, accessibility, and design. Assess dangerous structures and implement immediate remedial works. Perform unsupervised functions and activities within the limits of competence, unless supervised. Check submitted full plan applications, examine Building Notices for validity, and verify certificates submitted by approved persons/inspectors for compliance with Building standards. Inspect construction work at various stages, keeping accurate records of inspections and completions. Advise building contractors, architects, Elected Members, and the public on technical matters relating to Building Regulations and construction matters, providing practical regulatory solutions. Handle complaints related to buildings and structures, especially dangerous buildings, and take appropriate action to ensure compliance with legislation. Promote the Council's Building Control services and other initiatives introduced by LABC. Control demolition processes to ensure public safety and proper methods are employed. Inspect scaffolding on highways for public safety and issue necessary licenses. Assist the Council's Solicitor in preparing Court cases for enforcement actions and represent the Council in such matters. Deal efficiently and courteously with client and customer inquiries via various communication methods. Supervise and mentor less experienced staff, providing guidance as necessary. Take reasonable care of personal and others' safety, comply with statutory health & safety duties, and report incidents or accidents.
Person Specification

Essential Qualifications

HND/HNC in a construction-related subject. Minimum Band A validation.
Desirable Qualifications

Degree in a construction-related subject. Working towards Band B registration.
Knowledge

Working towards professional membership of RICS or CABE. Practical knowledge and understanding of legislation and statutory obligations affecting the delivery of a quality customer-focused Building Control service.
Desirable Knowledge

Professional membership of RICS or CABE.
Experience

Experience or qualification in a Building Control environment or a closely related discipline within the construction industry. Demonstrate computer literacy with a commitment to the use of GIS and computerized databases. Experience of dealing with people.
Desirable Experience

Previous experience of the Building Control function. Experience of working in a team to meet necessary deadlines.
