Halton has embarked on a programme of dramatic transformation which we call Reimagine Halton. Your Role

You will be a Senior Delivery Officer, acting in a leadership capacity, reporting to the Corporate Director - Chief Executive\'s Delivery Unit. You\'ll lead a small project team within the Transformation Delivery Unit and have responsibility for overseeing a number programme areas of the Council\'s transformation programme - Re-imagine Halton.

These programmes will relate to Environment and Regeneration Transformation Programme projects and will include maximising outcomes and opportunities in Waste, Leisure, Stadium and Open Space services. These projects are designed to explore best practice and design solutions that maintain as far as possible good service standards whilst reducing costs. They will explore opportunities for income generation and commercialisation.

In addition you will play a pivotal role in facilitating acceleration of planned growth and regeneration of the Borough. This is to include sustainable investment in regeneration and strategic land acquisition to deliver social and environmental value, together with a return on investment.

To operate successfully in this environment you will be an experienced project manager in a regeneration environment and will have knowledge and practical experience in delivering complex and long-term development and construction projects from inception to completion.

Using your transferable project management experience, you will support Transformation Initiative Owners across the relevant Environment and Regeneration service areas in the development of a robust, clear and deliverable project plans with clear milestones and decision points linked to core KPI\'s that will evidence project progress.

A strong focus on outcomes is an essential requirement of the role and you will have the ability to identify and realise the transformational benefits arising from physical regeneration schemes.

Our approach to project management is one which is aligned to the Chief Executive\'s Delivery Unit model; with the Re-imagine Halton team working collaboratively with Transformation Owners to deliver change with them, not to them or for them. We operate a \'high challenge and high support\' approach bringing an appropriate level of challenge, based on evidence and examples of good practice and national evidence, to ensure the ambition set is high but achievable.

Co-production is at the heart of our transformation delivery model and therefore project success will be dependent on your ability to build effective relationships with a wide range of stakeholders including operational services, corporate service, developers and Elected Members.

Your role will be to:

  • Work in partnership with the Programme Owners and Directorate Management Teams within the Council to oversee design and deliver the programme over the next 2 years;
  • Ensure that the programme definition is clear, evidence based, ambitious and realistic;
  • Guide and oversee the development of a robust performance management framework for the programme ensuring that success in measurable along the delivery journey and that the programme is focused on outcomes as well as cost;
  • Ensure transparency in performance management across the programme and services;
  • Identify and surface barriers to progress quickly and use relationships to remove those barriers, escalating issues promptly where they cannot be resolved at an operational level;
  • Develop the knowledge and skills of service staff and the project team in collaboration with other Delivery Unit staff;
  • Bring innovation and a level of challenge, based on evidence and examples of good practice and national evidence, to ensure the ambition set is high but achievable;
  • Ensure that appropriate change management arrangements are in place to bring the organisation with the programme;
  • Ensure the development and delivery of solutions have appropriate engagement with staff and members through co-productive mechanisms, leading the communications dimension of the programme in collaboration with the Delivery Unit;
  • Support the governance arrangements of the Re-imagining Halton Programme in managing the overall strategic objectives of the Council;
  • Be a role model of good management and support the evolution of the Council\'s culture;
  • Liaise with various teams in the Delivery Unit - communications, data management, organisational development, etc. - to secure the resources necessary to deliver the changes required.
You should have
  • Evidence of successfully delivering projects and programmes;
  • A proven track record in delivering successful Regeneration schemes
  • A working knowledge of Control Design Management (CDM) regulations
  • Evidence of managing at pace and team development, and of removing barriers to progress;
  • A demonstrable open and developmental mindset
  • Good negotiation and problem resolution skills
  • Excellent communication skills
  • The ability to get on with people when you and they are under pressure
  • Resilience and positivity
Ideally you will also have
  • Commercial acumen - able to drive value from financial investment
  • Experience of designing and delivering major programmes
  • Proven formal relationship and stakeholder management skills
