Cheshire West and Chester Council's Digital, Data and Technology (DDAT) department is looking to recruit an experienced and motivated

Senior Digital Change and Innovation Officer

to lead the safe delivery and embedding of leading-edge technologies into day-to-day Council operations. From proof of concept to piloting technologies to test their scalability, the Senior Digital Change and Innovation Officer will lead a flexible, change resource which will be highly collaborative and focus on delivering excellent digital transformation by breaking down silo thinking in terms of digital and change skillsets (analytical, change, programme and project management) and build a versatile, multi-skilled digital innovation team. Responsibilities include:


Leading a team of change, digital and business analysis colleagues, driving a collaborative and integrated approach to break down traditional silo thinking in terms of analysis, change, programme and project management disciplines. Working closely with the Digital Innovation Lead on planning and prioritisation of work for the function and be accountable for an agreed digital project portfolio to deliver the Council's digital programme. Ensuring the safe delivery and embedding of leading-edge technologies into council service operations. Working closely with business stakeholders, transformation colleagues and commissioning, data insight and user experience teams on the development of digital programmes of work - from initial concept and business case development to structured, planned delivery. Working within the agreed agile digital innovation delivery frameworks and supporting the team to utilise these frameworks. Support the team in the development of their business change and digital skillsets (programme, project, business analysis) and identifying opportunities to better align these to anticipated business demands. Embed demand and prioritisation processes in the team to ensure digital innovation support are targeted to areas of greatest business need and benefit in the Council. Keeping abreast of opportunities through 'horizon scanning' for new leading-edge technologies, to introduce new digital capabilities alongside colleagues in the wider business and digital commissioning teams.

The ideal candidate will have a degree level qualification or equivalent experience in managing innovation, transformation or change and evidence of continuous professional development around digital innovation. Extensive experience is needed in:


Directly managing digitally enabled programmes and/or projects from initial concept through to successful delivery and outcomes Working with senior business stakeholders to identify their business requirements for digital and translate those into a business case and workable solutions that can be applied to the business. Troubleshooting business challenges with senior stakeholders and identifying digital solutions which can enhance delivery and increase operational efficiency Building trust and confidence in digital innovation with business stakeholders and providing excellent, proactive support to transform their working practices. As this is a management role, experience in leading, inspiring, and developing teams is essential.
