Organisation description
The Climate Change Committee is the independent expert statutory adviser to Parliament and the UK Government on climate change policy. It was created as a key part of the long-term legal framework set out in the Climate Change Act (2008). The Act sets a long-term target for 2050 (Net Zero, a 100% reduction in net emissions from 1990) and requires that carbon budgets (five-year caps on emissions) are set on a path towards the long-term target. The Act also requires that the UK assesses and responds to the risks that it faces as the climate changes.
The CCC has established itself as a high-profile, high-impact expert body in the analysis of climate change mitigation and adaptation. Its reports can be accessed from the CCC's website: www.theccc.org.uk
The CCC is comprised of two Boards ('the Committee' and 'the Adaptation Committee') and an analytical secretariat. The Committees have a distinguished membership of leading experts from the fields of climate change, science, engineering and economics: www.theccc.org.uk/about-the-ccc/the-committee. The Committees are supported by a Secretariat of around 40 economists, operational researchers, scientists and other analysts.
The CCC was the first body of its kind in the world and brings together different strands of expertise from its members, from government, the research community and business. It draws on existing information and undertakes its own analysis to provide expert advice to Ministers and to Parliament. It is required to give advice to Ministers on climate change matters covered by the Climate Change Act and on an ad-hoc basis as and when requested.

Role overview:
The Climate Change Committee (CCC) is seeking a dynamic and strategic Senior External Affairs Manager to lead its engagement with Parliamentarians and policymakers across Westminster and the devolved administrations. This role will also lead engagement with wider expert stakeholders in business, industry, and trade bodies. This role is central to ensuring the CCC's independent advice is understood, accessible, and useful to those involved in the delivery of climate change mitigation and adaptation work across both public and private sectors.
Key responsibilities
Parliamentary engagement
Build, own and deliver a strategic engagement plan for MPs, Peers, and devolved Parliamentarians which aligns to the CCC's strategic objectives.
Own and manage strong relationships with Parliamentary offices, select committees, APPGs, and relevant political stakeholders. Be the key contact for Parliamentarians across the political spectrum to ensure the organisation's work is received and understood.
Coordinate briefings, evidence sessions, and CCC representation at Parliamentary events.
Organise CCC led/co-led stakeholder events, roundtables, and Parliamentary receptions.
Monitor and analyse climate-related policies and legislation.
Stakeholder engagement
Build, own and deliver a strategic engagement plan for broader stakeholder groups. Maintain a stakeholder database and track engagement outcomes. Support colleagues with their stakeholder work and develop the skillset of the analytical team to maximise opportunities.
Lead engagement with business groups, trade bodies, and industry representatives to communicate CCC advice and gather insights.
Manage the organisation's relationships with third sector organisations and academia, such as consumer groups, research institutions, and environmental NGOs.
Develop tailored messaging and materials for different stakeholder audiences.
Be the key point of contact in the organisation for Government external affairs and engagement teams.
Strategic communications
Work closely with the communications team to align external affairs activity with broader CCC messaging and work.
Write high-quality briefings, correspondence, and stakeholder updates.
Monitor and explain political and stakeholder developments relevant to climate policy and provide timely analysis to internal teams.
Other
Contribute to the wider working of the Communications and Engagement team, including participation in the OOO media monitoring and responses.
Other tasks as appropriate for a member of the Communications and Engagement team.
Person specification
Experience in leading stakeholder engagement or external affairs for an organisation. Proven ability to build and maintain trusted strategic relationships at all levels.
A demonstrable understanding of the political landscape and government priorities including navigating complex policy positions.
Experience working in and/or around a Parliament (either the UK or in one of the Devolved Administrations).
Experience of managing multiple projects, prioritising competing demands, and managing sensitive information.
Experience working in climate/energy/the environment.
Experience in events and event project management, including planning, supporting and delivering receptions and partner events as part of own work or as a team.
Excellent written and verbal communication skills with the ability to write clear and engaging briefings for a diverse range of stakeholders.
Good understanding of strategic communications and the media world.
Organisation notes:
The CCC office is based in Canary Wharf, London, with staff expected to attend the office for 40% of their contracted hours. The pay band for this role is 59,782-66,512 and the expectation is that the successful candidate will join on the minimum of the CCC G7 pay band.
We support a wide variety of working patterns such as compressed hours, hybrid working, part time hours, job sharing and flexi time. National pay bands may be used where staff apply to work from home for more than 60% of their working hours and live outside London. Regular attendance at our London office, for example for meetings and training, will still be required. The national pay band for this grade is 55,251-62,467.
