Job description
The Climate Change Committee is the independent expert statutory adviser to Parliament and the UK Government on climate change policy. It was created as a key part of the long-term legal framework set out in the Climate Change Act (2008). The Act sets a long-term target for 2050 (Net Zero, a 100% reduction in net emissions from 1990) and requires that carbon budgets (five-year caps on emissions) are set on a path towards the long-term target. The Act also requires that the UK assesses and responds to the risks that it faces as the climate changes.
The CCC has established itself as a high-profile, high-impact expert body in the analysis of climate change mitigation and adaptation. Its reports can be accessed from the CCC's website: www.theccc.org.uk
The CCC is comprised of two Boards ('the Committee' and 'the Adaptation Committee') and an analytical secretariat. The Committees have a distinguished membership of leading experts from the fields of climate change, science, engineering and economics: www.theccc.org.uk/about-the-ccc/the-committee. The Committees are supported by a Secretariat of around 40 economists, operational researchers, scientists and other analysts.
The CCC was the first body of its kind in the world and brings together different strands of expertise from its members, from government, the research community and business. It draws on existing information and undertakes its own analysis to provide expert advice to Ministers and to Parliament. It is required to give advice to Ministers on climate change matters covered by the Climate Change Act and on an ad-hoc basis as and when requested.
Job description
Role overview:
As the Senior Manager of International Engagement, you will lead the CCC's international engagement strategy, with a particular focus on delivering the ongoing UK PACT-funded programme in its next phase. You will work closely with the Head of Communications and Engagement, senior leadership, and external stakeholders. The focus on the role is to build and maintain strategic relationships, manage international engagement projects, and ensure effective delivery and reporting of funded activities.
Key responsibilities
Programme management
Oversee the delivery of the CCC's UK PACT-funded work (Partnering for Accelerated Climate Transitions), ensuring alignment with programme objectives, timelines, and budgets. UK PACT is a flagship programme funded by the UK's Foreign, Commonwealth and Development Office (FCDO). It supports partner countries to accelerate their climate transitions and reduce carbon emissions in line with the Paris Agreement. UK PACT provides technical assistance, capacity building, and knowledge exchange to strengthen institutions and governance for climate action. The CCC's international engagement work under UK PACT focuses on sharing CCC expertise in climate governance, policy development, and evidence-based advisory models with partner countries in response to specific demands from partner countries. This role will continue to take forward the involvement of the CCC in UK PACT over the past several years.
Lead on reporting to FCDO and other Government departments that fund our international work, ensuring high-quality, timely submissions that demonstrate impact and value for money.
Coordinate cross-organisation contributions to international work, ensuring effective collaboration across the CCC's analytical and communications teams.
Strategic engagement
Lead the CCC's international engagement strategy, identifying opportunities for collaboration and knowledge exchange with international partners, particularly in UK PACT priority countries.
Provide expert input on international climate governance and policy, drawing on the CCC's evidence-based approach to national-level climate advice.
Build and maintain relationships with key stakeholders including FCDO, DESNZ, UK PACT delivery partners, international governments, and other climate councils (including via the International Climate Councils Network).
Strategic communications
Work closely with the communications team to align external affairs activity with broader CCC priorities, messaging and work programmes.
Write high-quality briefings, correspondence, and stakeholder updates.
Monitor and explain political and stakeholder developments relevant to climate policy and provide timely analysis to internal teams.
Other
Contribute to the wider working of the Communications and Engagement team, including participation in the OOO media monitoring and responses.
Other tasks as appropriate for a member of the Communications and Engagement team.
Person specification
A strong understanding of international climate policy and organisational governance structures - including in PACT partner countries and more broadly.
Proven experience managing externally funded programmes, including financial oversight, risk management, and reporting to sponsors.
Excellent stakeholder engagement and relationship-building skills, particularly in international and cross-cultural contexts.
Experience in working with international partners for whom English is not a first language, and may be using live translation support.
Strategic thinker with the ability to translate complex policy and technical information into accessible messages for diverse audiences.
Strong project management skills, with experience delivering multi-stakeholder programmes on time and within budget.
Experience working with or within government, international organisations, or development agencies is highly desirable.
Experience working in climate/energy/the environment.
Excellent written and verbal communication skills with the ability to write clear and engaging briefings for a diverse range of stakeholders.

The CCC office is based in Canary Wharf, London. The pay band for this role is 59,782-66,512 and the expectation is that the successful candidate will join on the minimum of the CCC G7 pay band.
We support a wide variety of working patterns such as compressed hours, hybrid working, part time hours, job sharing and flexi time. The role holder will need to work from the CCC office for at least 60% of their working hours.
