The Senior Health & Safety Manager will be responsible for interfacing with all Partners on health and safety matters for projects within the manufacturing programme, reporting to the Progamme Partner (PRP) Head of Environment, Safety, Heath, Quality and Wellbeing. The Health & Safety Lead will work as part of the Environment, Safety, Heath, Quality and Wellbeing team leading the health, safety and wellbeing elements of the programme.
Due to the strict security requirements, candidates must be a UK National and will need to progress through security clearance.
You'll be responsible for:
Leading on health, safety and wellbeing as the key interface for each of the programmes projects.
Working with peers in other disciplines, and Partners, to ensure creation of coherent and integrated policies and systems in line with the Programme Operating Model (PMO) for the programme.
In line with the Programme Operating Model (PMO) chair and lead the monthly Health and Safety Steering Group.
Participating in leading, creating, maintaining, and improving health, safety, and wellbeing in relation to site activities.
Leading, creating, developing, and maintaining the programme Health, Safety & Wellbeing Management Plan and safety management documents though leadership and collaboration with the Partners.
Leading the 'Always' campaign. Plan and implement initiatives to support the 'Always' campaign.
Organising Health & Safety audits for the programme though leadership and collaboration with the Partners.
Delivering the ESHW monthly Induction and associated modules.
Supporting and developing continuous improvement of Partners, third party stakeholders, and client health & safety systems, policies, procedures, and work instructions, to improve efficiency to meet developing organisational requirements and appropriate internal, external, and regulatory standards.
Influencing multi-disciplinary project teams on health and safety issues relating to concept design, pre-construction planning, decommissioning & project evolution.
Supporting timely project-based health and safety risk profiles to direct risk-based inspection and other assurance activities as may be necessary.
Providing support to the client organisation, ensuring that Partners are complying with their requirements under contract scopes and Construction (Design & Management) Regulations 2015.
Participating and advise as a subject matter expert in design safety, constructability, maintainability, and operability reviews.
Undertaking inspections, carry out accident investigations, keep records and write reports.
Co-ordinating and collating information required to produce scheduled health and safety reports and identify trends and early warnings of possible issues and recommend appropriate action.
Providing advice on the interpretation and application of the health and safety management system of the Partners and client. This will include the provision of relevant training, briefings, and information.
Modelling leadership on behavioural safety conversations driving their implementation.
Pro-active creation and implementation of programmes to underpin zero tolerance to health, safety and wellbeing issues / problems as well as increasing awareness of all health, safety and wellbeing matters.
Facilitating updates to the Mace Way, Engage, on matters of Environment, Safety, Heath, Quality and Wellbeing.
Supporting the Social Value work stream through provision of wellbeing initiatives and data collection.
You'll need to have:
Significant understanding of health, safety and welfare standards and guidance and the legislation relevant to the nuclear design and construction and site investigation activities.
Chartered status and appropriate professional memberships. CMIOSH or equivalent or working towards. NEBOSH HSE Diploma or European equivalent
Significant understanding of HSE and the legislation and experience relevant to working within a nuclear regulated environment.
Full membership of an appropriate Professional Institution.
Significant experience of implementing health and safety management systems developing reliable and resilient safety systems and processes, writing procedures, and writing reports.
Experience and behaviours required to lead the H&S function.
Good knowledge of large organisational, process plant and site operations.
Good knowledge of Partner / Joint Venture working.
Ability to establish a vision and develop / implement strategy to attain it.
Strong understanding of health and safety integration at the concept design stage.
Proven track record of achieving excellent safety results on major engineering and construction projects within a nuclear and / or defence environment. A high hazard environment is acceptable if nuclear and defence experience is absent.
Experience of investigating the direct and root causes of health and safety incidents and near misses to identify recommendations and actions to prevent recurrence.
Excellent communication skills with the ability to develop good working relationships with the client team, Partners and the wider construction industry.
Skilful in distilling knowledge, building skills in others and the capacity to be pragmatic and practical in the way that technical issues are addressed.
Excellent knowledge of national and international health, safety and wellbeing standards.
Excellent knowledge of CDM Regulations.
