Job summary
We're looking for a Senior Manager - Development Corporation Setup to join the Cambridge Growth Company (CGC), a subsidiary of Homes England. This is a pivotal role in shaping the future of Cambridge's growth and infrastructure.
Job description
Working closely with the Project Director, Development Corporation Setup, you will lead the design and operationalisation of a new centrally-led Development Corporation (DevCorp) - the long-term delivery vehicle intended to supersede the CGC. This includes defining its powers, governance, and geographic scope, as well as building the systems, structures, and capabilities needed for success.
You'll play a key role in:
o Contributing to DevCorp design decisions, working with MHCLG's Cambridge Strategy Unit.
o Leading organisational design and governance setup for the DevCorp.
o Developing resourcing and workforce strategies, ensuring smooth staff transition from CGC.
o Designing policies, systems, and services to enable day-one functionality.
o Managing legal and analytical inputs, mitigating risks, and ensuring robust evidence bases.
o Supporting stakeholder engagement with local authorities, parliamentary stakeholders, and central government teams.
This is an opportunity to deliver transformational outcomes for Cambridge and pilot approaches that will inform the UK's New Towns programme.
Person specification
You'll bring:
o Significant experience in organisational setup, operations, or transformation programmes, ideally in UK Government or the public sector.
o Strong knowledge of governance frameworks, corporate functions, and resource planning.
o Understanding of HMG policy processes and the political landscape around housing, planning, and local government reform.
o Excellent judgement and strategic insight to navigate complex commercial and political environments.
o Strong stakeholder engagement skills and experience managing external consultants.
o Desirable: Experience with Development Corporations or similar bodies, and knowledge of growth challenges and opportunities in Greater Cambridge.
You'll be proactive, resilient under pressure, and able to deliver at pace. A relevant degree or equivalent experience in public policy, urban development, or local governance is essential.
