Role profile:

The Senior Manager will report directly to the Director of Resilience Risk Management (RRM). RRM has 1st Line responsibility for Resilience Risk and reports directly to the CEO of LSE plc. The role will have responsibility for the coordination, delivery and governance of core Resilience requirements across both the programmatic and BAU delivery of LSE plc and the LSEG Equities Business within Capital Markets. The role will have primary responsibility to fulfil all resilience responsibilities under existing and future regulation including PS21/3 and DORA across all relevant dimensions of resilience (including technology, data, cyber, people, property and third parties). This role will work alongside key stakeholders across the Group and be a trusted partner in enhancing LSE Plc\xe2\x80\x99s Operational Resilience posture.

Key Responsibilities of the role:

The role will have responsibility for the delivery of the Operational Resiliency agenda, associated tooling, governance and processes:

  • Completion of any remediation activities for Mapping and the Change Lifecycle to demonstrate the design effectiveness and ongoing operational embedding in a sustainable manner.
  • Ensuring compliance with local regulations covering operational resilience including PS21/3 (UK Operational Resilience) and DORA (EU ICT risk and third-party risk monitoring).
  • Primary responsibility for Operational Resilience governance, reporting, scenario testing, vulnerability assessments, control frameworks and ensure continual review of the end-to-end operational design to fulfil all aspects of the LSE plc\'s resiliency requirements.
  • Ensuring that Business Services aligned to LSE plc are delivering to the agreed standards and operating models, SLAs are achieved and assured from a 1st Line of Defence (LoD) perspective.
  • Responsible to deliver key workstreams aligned to the Enhanced Operational Resilience Embedding (EORE) Programme, ensure oversight, embedding, enforcement and compliance across all aspects of the Operational Resiliency.
  • Act as a trusted partner across the existing three lines with first line (the owner, design, delivery, and operation) becoming demonstrably more proficient in direct risk management and monitoring.
  • Implement an effective governance structure, conduct scenario testing and vulnerability assessment to ensure continuous improvement and aid with making businesses more resilience and safer.
  • Working alongside technology and their architects to ensure that new technologies, tooling, data (capture and analytics) are implemented to improve and transform the monitoring, visibility and assessment of risks whilst enabling early warnings for failure or deviations which may increase business and operational risk.
  • Collaborating with complementary functions to create value focusing on efficiencies and optimisation to increase productivity and responsiveness (including in the third-party risk, people, and property functions).
  • The role will be responsible to manage a small team, liaise with all internal and external stakeholders to address; key reporting requirements, third party dependencies and meet any compliance and/or operational resilience regulatory requirements.
  • The role holder will also be responsible for submitting the PS21/3 annual attestation and will act as a key point of contact for Important Business Service activities, perform quality checks and have oversight across all LSE plc Business Services.

  • Business partnership: Acts as a trusted advisor regarding relevant markets, business strategies and operating environments to both the business and stakeholders and identifies possible solutions to issues that arise.
  • Business/product understanding: Knowledge of the industry processes, market products and applications to use in risk analysis activities.
  • Change management: Uses a systematic approach to deal with change, transition or transformation of an organisation\'s goals, processes, or technologies, implementing strategies for effecting behavioural and cultural change, controlling change, and helping people to adapt to change.
  • Resource planning & optimisation: Plans, manages, and optimises resources within teams in order to maximise results and achieve desired performance.
  • Risk management frameworks: Understands relevant internal and external risk frameworks and has ability to map business controls and metrics to them for regulatory, governance and reporting purposes.
  • Technical expertise:\xe2\x80\x8b Develops and applies technical knowledge and best practices to support business needs\xe2\x80\x8b.
  • Communication: Communicates with clarity and precision, presenting complex and / or technical information in a concise format that is audience appropriate\xe2\x80\x8b.
  • Strategic thinking: Develops a broad, big-picture view of the organisation and its mission to innovate through analysis of issues and trends and how these link to responsibilities, capabilities, and potential of the organisation.
  • People management: Leads and manages people, holding responsibility for motivation, attraction, retention, and performance management.\xe2\x80\x8b
Candidate Profile / Key Skills
  • Industry experience operating at a Manager/Senior Manager level role
  • Operational Resiliency practitioner with relevant 1 Line of Defence (LoD) experience
  • Applied knowledge of Operational Resilience regulatory requirements for e.g., PS21/3, DORA etc.
  • Working knowledge of Third Party Risk, Critical Third Party DP22/3 regulation and related Operational Resiliency context
  • Excellent stakeholder management and communication skills
  • Developing, managing & maintaining a regular set of artefacts, processes and procedures
  • Participated and/or experience of managing incidents/crises
  • Ability to work in a past paced, changing environment
  • Flexible work approach and be able to work to deadlines and under pressure
  • Experience of managing a small team
  • Project management experience is desirable
  • Proficient in MS Office products. Knowledge of Loopio (or other RFP), LeaniX and IBM Blue Works is desirable.
