Senior Procurement Compliance Manager
within the
Procurement Team
This role will be based on site in
Birmingham
(Flexible Working). Location Fort Dunlop, Birmingham, BBV Sub-Lots, HS2 offices
Role Responsibilities;
To ensure Commercial Compliance within BBV's Procurement Activities, identifying risks and mitigating them to avoid disallowable cost both for new packages and for packages previously awarded.
To ensure adherence to procedure and manage governance in new work awards and order uplifts.
To manage the client, HS2, in a professional manner, keeping them fully informed where appropriate and supporting on managing their Commercial requirements in relation to Procurement.
To deputise for the Procurement & Supply Chain Director and to support the Commercial Director as required in relation to governance, HS2 relationship management and other responsibilities as required
To manage new packages through a Commercial Compliance route in conjunction with HS2 'Clause 26' Requirements.
Implement and Maintain a Procurement Commercial Compliance Strategy
To oversee the Contractors Project Procurement Plan and ensure it is kept up to date
Ownership of key Procurement Commercial Compliance Documents/Forms and Procedures.
Experienced required
This role requires substantial commercial and project procurement experience and evidence of delivering successful collaborative projects with sub-contractors and suppliers.
A credible leader who can comfortably adapt style to teach, coach, mentor or delegate, as appropriate.
Evidence of the ability to influence to win hearts and minds, whilst focussing on exceeding service expectations by delivering an agile, value adding service, with a deep understanding of stakeholder requirements, technical competence, functional knowledge, and process efficiency.
Demonstrable stakeholder management skills and effective communicator who can interact with stakeholders at all levels, both internally and externally and influence results and outcomes. Proven ability to develop, maintain and leverage value from an extensive internal and external network and build highly productive working relationships
Evidence of having developed and implemented change programmes and new ways of working.
A proven track record understanding commercial management, strategic sourcing, negotiation, process compliance, and supplier integration into project teams. The role will require excellent analytical skills, experienced commercial awareness, a measured approach to decision making and the ability to ensure best value Procurement.
A strong understanding of NEC Contracts, Subcontracting and Framework Contract creation and management.
Experience of Procurement and Commercial management within Construction and Civil Engineering, particularly in Major Projects is desirable
Emotional intelligence and ability to effectively challenge current thinking and norms to drive improved collaborative behaviour
Experience of working with the supply chain to deliver the right culture and behaviours
An understanding of legal frameworks and contract law is essential
Demonstrable analytical skills, numerically astute with well-developed problem-solving abilities
Results Driven-demonstrates a passion and excitement for their work with the ability to plan and deliver against bid / project milestones. Tackles problems head-on and works to resolve them without delay
MCIPS qualification or degree is desirable and/or MRICS qualification.

About Balfour Beatty VINCI
Balfour Beatty VINCI is a long-established joint venture between two powerhouses for the delivery of critical infrastructure across rail, transport and other iconic projects in the UK and beyond. We started working together over 30 years ago to deliver the Channel Tunnel, as members of the TransManche Link consortium. In the Midlands, it is Balfour Beatty VINCI's role to design and build the route, ready for tracks and signalling to be installed. Our work with HS2 Balfour Beatty VINCI have been awarded a 90km section of the HS2 project from Long Itchington in Warwickshire to the centre of Birmingham and then on to Handsacre in Staffordshire.
