Peterborough City Council have an ambitious vision to deliver its Transformation programme of work across all services within the Council.



Reporting to the Head of Transformation, the Senior Project Manager is responsible for overseeing, managing and ensuring the development and delivery of a range of analytical work and service improvement projects and work-streams within the Transformation programme of work across Peterborough City Council. A detailed knowledge, experience and understanding of Programme Management, Delivery management, Governance and Assurance functions, stakeholder engagement, and the ability to adapt to a fast, evolving programme on a large scale are critical within this role.

Programme Management and Delivery






Extensive experience in programme management, including managing complex, large-scale programmes. Strong leadership and interpersonal skills, with the ability to motivate and influence others. Excellent communication and stakeholder management skills. Strong analytical and problem-solving skills. Experience in change management and business transformation. Experience in risk management and financial management. In-depth knowledge and significant experience of delivery of project/change management concepts and methodologies in a complex environment e.g. PRINCE2, MSP, LEAN, (or equivalent), Theory of Constraints, PDSA cycle and the project development lifecycle. Awareness of current best practice and evidenced based information that is applicable to the provision of quality services Procurement and/or Contract Management experience, with understanding and experience of outsourcing. Awareness of the National and Local Government agenda, current issues and challenges. Experience of managing medium and large sized projects, working with external partners. Evidence of consistently achieved results within a largely unsupervised environment but within clear accountability framework. Experience of managing stakeholder relationships within complex projects with the ability to manage and resolve conflict, meeting challenging deadlines and delivering under pressure.



Data Management






Good knowledge of risk management and its application.

Expert in use of Microsoft applications.

Extensive knowledge and experience of working in Microsoft Project, Planner or other industry standard planning software.



Local Authorities




Understanding of the decision making and governance arrangements within local authorities.

Strategic knowledge across all business functions (i.e. finance, quality, business development, HR and communications).

Understanding of, and sensitivity to working with members.

Educated to degree level (or equivalent experience). Any / Programme Management or closely related discipline desirable.
