Team/Division Overview
Welsh Government's DDaT directorate support the work of government and the public sector in Wales to create great digital services, as well as operating a wide range of corporate services to support the work of our officials.
Job Role
The Senior Project Manager will be responsible for driving and overseeing the delivery of digital and IT projects, ensuring that objectives are clearly defined and achieved within the agreed time, cost and quality constraints.
The Senior Project Manager will lead and be accountable for all aspects of project delivery, working closely with stakeholders to ensure the agreed project outputs are delivered to enable benefits to be realised.
Key tasks Provide leadership to a team of junior project managers and instil professional project management methodologies e.g. Agile, across the team.
Use expert knowledge to create and lead projects to deliver the agreed outcomes within time, cost and quality constraints.
Ensure projects are delivered to a high standard (based on industry best practice) and achieve value for money.
As an expert in the field, advise and influence teams across Welsh Government in relation to WG technical and service standards as well as industry best practice.
As an IT project management specialist in a leadership role, provide advocacy for digital transformation, best practice and principles that underpin this work ensuring the teams they work with understand and buy into this way of working.
Use sound judgement, evidence and knowledge to arrive at accurate, expert and professional decisions and advice, enabling decision making capacity at pace with autonomy to act.
Proactively establish good working relationships with senior management and policy leads across Welsh Government to ensure that the advice and recommendations provided are trusted and acted upon.
Provide proactive, clear leadership and direction for the teams they work with, ensuring they deliver against organisational and team objectives. Includes providing leadership and support to the project management community and DDAT profession.
Lead the development and drafting of all required project documentation, with input from specialists as necessary.
Identify skill requirements; and deploy and develop resources.
Identify and manage stakeholder relationships and the need for senior level support, managing internal and external relationships as appropriate.
Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate, ensuring that interdependencies with other projects are managed.
Engage with assurance reviews and health checks and support action on recommendations. Organise assurance processes such as gateway reviews, as required.
Ensure effective Change Control processes are in place to agree and document changes to deliverables as agreed with stakeholders.
Develop and maintain the project plan, manage performance and report progress to sponsors.
Proactively role model and promote WG values and behaviours.
Development opportunities
The post offers significant opportunities to work with stakeholders and digital experts within and outside of Welsh Government to deliver a range of IT and Digital projects. Working as part of the project management team, the post holder will have the opportunity to further develop their project management skills through knowledge sharing and role specific training.
Other vacancy related information This is a hybrid role and some attendance at your nearest Welsh Government office will be required.
A reserve list may be held for this opportunity. Any candidate who is successful in being offered a reserve status, will remain on the reserve list for 12 months.
