Purpose of the post



A key member of the Talent and Apprenticeships Team within the Organisational Learning and Development Service, to ensure an effective learning and development provision for Elected Members and staff of Cyngor Gwynedd. Undertake a leading, specialist and consultative role in the Talent and Apprenticeships field. Undertake an active role when planning the workforce, which is one of the Council's priorities. Develop and implement the Council's talent schemes:

Lead on planning and developing talent attracting arrangements, including recruiting and appointing 'talented' individuals to the above schemes. Act as a Developmental Manager to support Apprentices and Professional Trainees. Manage projects effectively, using standard principles and suitable documentation. Responsible for ensuring the quality of schemes. Consult and provide specialist and professional advice and guidance to officers and managers on matters such as:

Represent the Council and collaborate with external organisations (the Welsh Government, Regional Groups, Schools, Colleges, Universities, etc.) on Talent and Apprenticeships matters. Responsibility for the content of training packages, in terms of creating and developing them, and presenting training.

Main duties



Contribute to transforming and developing a positive mindset about vocational career paths. Make a key contribution to developing the Council Talent's strategies and schemes and share the vision amongst stakeholders. Work with the Talent and Apprenticeships Leader to develop new plans and projects, such as:

oApprenticeships in Partnership Scheme.


oEstablish and implement the Gwynedd Apprenticeships Group and the Young People Skills forum.


oDevelop placements for Looked after Children


oDevelop regional and national Talent and Apprenticeships Networks

Design and provide comprehensive developmental programmes, including professional qualifications, work placements, and various learning experiences for apprentices, professional trainees and individuals on work experience. Regular contact with external educational organisations (Schools, Colleges and Universities) Conduct research in the Talent field in order to

oMaintain expertise about frameworks and qualifications.


oUnderstand the wider context.


oIdentify new opportunities and develop them.


oAssess the 'demand'.

Chair meetings and forums Support the work of promoting the Welsh language in the field of talent and apprenticeships in the Council and nationally. Coordinate an effective three-way relationship between the provider, the individual and the manager. Provide specialist input and advice in a number of different fields, e.g.

Undertake a specialist and advisory role to develop schemes that meet the workforce's planning needs including apprenticeships, internal / external talent, and all the department's talent schemes. Renew and review current programmes constructively and creatively to modernise them to ensure that they are suitable for the talent schemes' needs. Collaborate closely and foster an effective relationship with, and the trust of, Council Officers. Responsibility as a developmental manager of up to 20 professional trainees and over 30 apprentices. Host 1:1 meetings regularly with trainees and apprentices. Take on a pastoral role with particular attention given to health and well-being. Monitor progress in terms of work placement. Respond to difficult situations, taking on the role of negotiation and reconciliation at times (between Trainees and Apprentices and their placement manager). Decide on appropriate steps and implement them. Monitor progress in terms of professional qualification.

Provide a Consultative service, by providing specialist guidance and support to managers in order to plan and tailor recruitment centres (develop content and activities). Plan virtual or face-to-face recruitment centres. Supervise the team that is a part of the recruitment arrangements, ensuring:

Lead projects and project teams in the field, e.g. lead on the effort to improve the provision of the Welsh language in apprenticeships fields - a Welsh language managing projects report. Plan and develop an innovative strategy to promote the Welsh language in the apprenticeships field. Host or review the quality of provisions for apprentices and trainees in the context of the Welsh language and the educational quality of the course. Lead on the Buddy Scheme for new apprentices and trainees to benefit from the experience and maturity of mature officers. Prepare and submit applications for national awards. Raise awareness about academic and vocational development opportunities and present training and development sessions to a range of groups (school, college, etc.). Identify and manage stakeholders within the Council, the Community, the Education Sector, Employers and wider Agencies.

Lead on enhancing the provisions for apprentices, by developing developmental opportunities (e.g. working in the community or in partnership). Lead on designing and providing an appropriate and diverse support programme for Apprentices, Trainees and individuals on Work Experience. Manage timetables, coordinate activities, deal with problems and offer solutions. Lead on evaluating recruitment centres arrangements for apprentices and trainees. Provide pastoral support and career advice to unsuccessful applicants, as well as those appointed. Lead on hosting high-profile events, including a Jobs Fair and events in schools, and coordinate the events. Monitor and ensure the quality of the support elements. Hold regular reviews with Apprentices and individuals on work experience. Coach and mentor up to 20 Professional Trainees and 30 Apprentices. Monitor the progress of individuals

Create and submit presentations for conferences and workshops to represent the Council. First point of contact for qualification and training providers. Respond to any problems or concerns about the learning provision. Ensure the quality of the provision by maintaining regular contact with the providers. Promote a Welsh language provision. Work with various stakeholders on different levels, including apprentices, trainees, individuals on work experience, applicants, students, pupils, parents, education establishments, managers, staff, unemployed people, teachers, getting people into work organisations, local businesses. Maintain and nurture new relationships with stakeholders and key external suppliers. Represent the Council on national and regional bodies that develop strategies and actions for the future of the field. Provide a specialist consultative service to managers and heads within the Services to identify and develop new opportunities. Contribute to creating and developing marketing materials, e.g. video, podcasts. Prepare and make presentations for external audiences including parents, pupils and teachers to try and raise awareness and influence decisions.

Contribute towards developing and presenting a range of new and current teaching methods. Responsible for self-development. Ensure compliance with Health and Safety regulations in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council's Health and Safety Policy.
