Job summary
Shape the future of heat network regulation as a Senior Technical Business Analyst at Ofgem. As the energy system evolves to meet Net Zero, heat networks will play a vital role in delivering low-carbon heating across the UK. Ofgem is preparing to take on the regulation of this growing sector and we're looking for a Senior Technical Business Analyst to help design and deliver the digital services that will underpin this new regulatory regime.
This is a unique opportunity to work on a high-profile, strategically important programme from the ground up. You'll be part of a motivated multidisciplinary team shaping how Ofgem will interact with a diverse and complex market from large corporates to local authorities and housing associations.
You'll deliver business analysis for the development of a new digital platform that will support key regulatory functions such as authorisation, licensing, monitoring and payments. Working closely with digital, policy and delivery colleagues as well as external partners, you'll ensure the service meets user needs, aligns with GDS standards and delivers real value.
We're looking for someone with extensive experience in business analysis across the software development lifecycle ideally within a regulatory or transactional service environment and a strong track record of delivering user-centric digital services through discovery, alpha, beta and live phases. You'll bring expertise in business process modelling, requirements definition, stakeholder engagement and business case development along with a collaborative mindset and the ability to work effectively across disciplines in an Agile environment.
You'll be skilled at identifying business needs, analysing complex systems and translating insights into clear actionable requirements. Your work will directly influence how Ofgem regulates this emerging market ensuring it works for consumers, industry and the environment.

Person specification
ESSENTIAL:
Experience in business analysis within the software development lifecycle. You will have extensive experience in taking products through discovery, alpha and beta phases to live operations, focusing on user centric design, iterative development and continuous improvement to deliver high quality digital services. (LEAD)
Business analysis.
You have experience investigating problems and analysing options for new and existing digital services with experience in the analysis and collection of information to create recommendations for service improvements.
User focus.
You have experience in both user needs and desires of the user. You will have experience collaborating with user researchers and champion user research to focus on all users.
Business Modelling.
You have experience in modelling more advanced and complex situations across more than one business function or programme.
Business improvement process.
You have experience in analysing current services and processes and can identify and implement opportunities to optimise these.
Stakeholder relationship management.
You have experience in influencing stakeholders at the highest levels and manage relationships effectively.
Experience working within an Agile environment
in which you can identify and compare the best processes or delivery methods to use, including measuring and evaluating outcomes.
DESIRABLE:
Experience of working with Salesforce.
Experience of Government Digital Service standards and assessments.
