Senior Transnational Education (TNE) Policy & Governance Manager

Job Purpose

The Senior TNE Policy & Governance Manager is accountable for supporting the effective delivery, management and governance of the University\'s transnational education partnerships. The post plays a pivotal role in supporting the University\'s vision and strategic plans for TNE activity by ensuring that the University\'s TNE operations are effectively and consistently managed to promote the interests of the University and deliver an excellent student experience, in line with sectoral expectations.

Through the provision of high-level insights into the TNE landscape, policy and practice in the UK, and in TNE regions, the role will inform, develop and deliver the policy and governance frameworks that underpin this activity. Working with senior leadership, the role has significant responsibility for relationship management with our partner institutions and provides leadership to a small and specialised team who work closely with central services, Schools, Colleges and partner institutions to ensure the effective operation of TNE collaborations.

Main Duties and Responsibilities

Reporting to the Deputy Director of Academic Policy & Governance (Strategy & Collaborations)

1. Working collaboratively, lead and coordinate the oversight of the University\'s approach to the development, implementation and ongoing management of TNE partnerships - ensuring a high-quality and consistent service is provided to support the University\'s business objectives, whilst also maintaining alignment with sectoral and regulatory expectations. This includes developing, maintaining and enhancing relevant policies as they apply to TNE operations, including in relation to risk management and academic standards and quality. Provide authoritative expert advice to colleagues across the University in relation to TNE activity.

2. Ensuring the University is well represented and its reputation maintained through engagement with and knowledge sharing through UK and international networks, schemes and practice groups in areas of responsibility. Coordinating, for example, the University\'s participation in the QAA Quality Evaluation & Enhancement of UK Transnational Higher Education (QE-TNE) scheme.

3. Take an overview of the business, organisation and operation of the University\'s governance structures and associated high-level committees for TNE activity including the University\'s TNE Board, Joint Management Boards, Joint Executive Groups, Operations Committees and TNE leadership meetings. Provide high-level support and advice to Convenors and committee managers and ensure that business is managed effectively, reporting as required to other governance groups/committees (executive and academic) within the University.

4. Lead on the establishment and maintenance of effective relationships with partners, Colleges, Schools, TNE subsidiaries and across University Services to deliver and strengthen TNE programmes and associated operations. In particular, key contacts at TNE partner institutions and (within the University) College and School professional services colleagues, the wider Student & Academic Services team, External Relations, Human Resources, Finance, Research & Innovation, and Information Services.

5. Lead the identification of priorities for the development and enhancement of service levels and operations, resolving issues, driving and coordinating the implementation of change to support TNE activity. In doing so, effectively liaise with Schools, Colleges and various University Services directorates such as: Planning Insights & Analytics, Finance, Student & Academic Services, and People & Organisational Development (P&OD) in the development of processes and coordination of University practice and its coherent application to TNE, ensuring that work is integrated within \'business as usual\'. Manage own workload and direct reports in order to achieve agreed objectives.

6. With colleagues in the Schools, Colleges, take responsibility for the management of TNE associated budgets ensuring sustainability and promoting the development of operations. Work with central Finance and college Head(s) of Finance to deliver strategic financial and business planning, develop and maintain financial reports to the TNE Board and TNE Deans and work with the Colleges, Schools to optimise the benefits accruing from TNE activity.

7. Working with senior leadership across the University, support the development of new / enhancement of existing TNE partnership opportunities and proposals. This will include supporting: the development of business cases; negotiation and drafting of associated Memoranda of Agreement, coordinating in-country approval applications (e.g. applications to the relevant government bodies/agencies in TNE regions); and seeking necessary approvals from University governance committees, where necessary obtaining legal advice or other relevant guidance.

8. Project manage (using appropriate methodologies) and monitor the planning and implementation phases of new TNE developments (inc. with existing partners) and related reporting documentation. Provide specialist and technical advice, in consultation with external consultants where required, to create requisite business structures and optimise the benefits across the University in respect of TNE initiatives.

9. Working with the University\'s External Relations Directorate and partner institutions, in developing and supporting a marketing and communications strategy to promote TNE programmes, including scholarship and discount incentives for the recruitment of students to Glasgow based pathways.

10. In partnership with P&OD and Finance colleagues, take a leading role in seeking advice from, and coordinating with, specialist practitioners to ensure appropriate contractual arrangements and employment frameworks are in place for locally based staff, fly-in staff, secondments, joint appointments etc. This includes obtaining and interpreting advice on visas, local employment law and personal taxation. Working with others, ensure appropriate arrangements for the development and advancement of these staff.

11. Provide effective and empowering line management support to staff involved in supporting TNE activity, including workload planning and organisation aligned with TNE operations.

12. Collaborate with and contribute to the work and development of Academic Policy & Governance and wider Academic Services division. Actively participate in Academic Policy & Governance team meetings and business and contribute to planning processes.

13. Undertake other duties as assigned by the Academic Policy & Governance management team.

Knowledge, Qualifications, Skills and Experience

Knowledge/Qualifications

Essential

A1 Scottish Credit and Qualification Framework level 9, 10 or 11 (Ordinary/Honours Degree, Post Graduate Qualification), or equivalent.

A2 Excellent knowledge of the HE sector, its business, infrastructure, policies, governance and the applicable regulatory and legislative landscape, including in relation to international partnerships and TNE operations.

A3 Good knowledge of academic structures, systems and processes in a multi-faculty university, including those for quality assurance and enhancement.

A4 Knowledge and understanding of project management methodologies and their application.

A5 Knowledge and ability to structure and develop plans to exploit business opportunities or deliver additional value/efficiency.

A6 Good understanding of Data Protection and Freedom of Information Acts.

Skills

Essential

C1 Well-developed leadership and management skills (including managing through influence within a matrix structure) with a proven ability to identify strategic and operational priorities, developing associated plans and delivering against these in a fast moving and complex operating environment.

C2 High-level relationship management, influencing and negotiation skills accompanied by political awareness and acumen.

Experience

Essential

E1 Strategic and operational experience of projects involving significant business process redesign and organisational change.

E2 Experience of international partnership working and progressing business objectives in complex organisations, or involving multiple stakeholders.

E3 Experience of managing and developing staff and their portfolios of work.

E4 Experience of supporting formal committees and producing high-quality documentation (e.g., agendas, minutes and papers).

E5 Demonstrable experience of successfully delivering complex project objectives within timescales and budget.

Terms and Conditions

Salary will be Grade 8, \xc2\xa348,350 - \xc2\xa356,021 per annum.

This post is full time (35 hours per week) and open ended. Relocation assistance will be provided where appropriate.
