You will play a key part in providing professional guidance and advice on the transport implications and opportunities of development proposals and planning strategies to help the Council make sure these make the maximum contribution to deliver sustainable, healthy and inclusive transport systems in Barnet, helping deliver on the Council's commitment to a net zero borough by 2042 and on the objectives set out in the Barnet Long-Term Transport Strategy.
The role will involve working closely with planning and other colleagues across the Council to help shape new developments and provide transport planning advice to those taking planning decisions, reviewing and updating transport-related planning policies for new developments and providing transport input to preparation of masterplans, town centre and other area-based strategies.
It will also involve identifying and helping to secure funding for sustainable transport infrastructure and initiatives like promoting active travel through contributions from new developments.
Key Responsibilities:
Providing transport planning advice on planning applications, including review of scheme layout and design, transport assessments/studies, travel plans, and other plans and documents submitted by applicants, to help the Council in delivering its strategic transport and planning policies.
Assist in the negotiation of financial contributions towards transportation services and infrastructure arising from planning applications.
Supporting the planning service in providing pre-application advice to applicants and potential applicants on the transport implications/highways impacts of development proposals, and advising on the scoping of transport assessments, road safety assessments and travel plans, where necessary.
Working with the Council's planning service to ensure those taking planning decisions are provided with comprehensive and accessible transport planning advice, including through preparation of reports and papers.
Meeting with other Council officers (including the Highways Authority), developers and their agents where appropriate to discuss issues and seek to find solutions to outstanding problems to facilitate the successful outcome of planning applications, whilst ensuring relevant standards are being adhered to.
Providing transport and transport-related policy input to preparation of local plan policies, supplementary planning documents, briefs and masterplans.
Provide advice and support on the implement of active and sustainable travel infrastructure throughout the borough, in consultation with the public and stakeholders.
Supporting the work of other members of the team, particularly in identifying and taking forward opportunities to deliver sustainable transport policy objectives, including through the planning and development processes.
From time-to-time the postholder will be required to input into the development and implementation of transport and planning policy, masterplans and other strategic documents, systems, processes, performance criteria governance frameworks and procedures within the area of responsibility to meet strategic / operational requirements, internal and external reporting requirements and ensure compliance with external legislation and requirements.
To ensure consideration of risk relating to the Council's statutory and public commitments on transport across the borough, and to identify and implement appropriate action to mitigate risk.
To help support the strategic relationship between the Council and Transport for London.
To assist in the preparation and presentation of written or oral reports and briefings to Members, Cabinet, Planning Committees, Members' Forum and other bodies, and to attend and lead and/or support meetings with Members as necessary, and to support the preparation and management of agendas and meetings as required by the Director of Planning and Building Control or Head of Development Management
To assist and support with highways and transport matters on planning appeal work at Hearings, Public Examinations and/or Inquiries.
Undertake any other duties required by the Local Planning Authority, commensurate to the role
Qualifications

Degree or Masters in a relevant subject (e.g. transport planning, town planning, civil engineering, geography, maths, science)
