Lincolnshire County Council is on a major digital journey - and we're looking for a talented Service Architect to help design and integrate the services that underpin our modern workplace and digital infrastructure. If you have experience translating complex needs into joined-up service solutions - and you thrive in environments where strategy meets delivery - this is the role for you.
About the Role
This is a pivotal post that blends service design, integration, and continuous improvement. You'll be responsible for ensuring that all IT services are designed and maintained to meet the evolving needs of our organisation and the people of Lincolnshire. That includes working across multiple cloud, hybrid and on-prem platforms, guiding our outsourced service providers, and embedding cyber resilience and zero-trust architecture.
You'll operate as the link between business needs and technical execution, developing service roadmaps, shaping future-state models, and supporting our shift to a product-led, Agile delivery culture.
What You'll Be Doing
Designing scalable, modern IT service models aligned with LCC's digital transformation strategy
Ensuring integration across Microsoft 365, Power Platform, ESRI ArcGIS, and Azure
Collaborating with IT leaders, product teams, and business stakeholders to shape service solutions
Embedding ITIL 4 principles across all service lifecycle functions (incident, change, request, etc.)
Monitoring service performance via Power BI dashboards and producing actionable insights
Ensuring compliance with NIST CSF 2.0 Level 6 and other key governance and risk frameworks
Assuring outsourced service delivery partners against SLAs, KPIs, and contractual obligations
Driving service innovation using cloud-native technologies, automation, and agile methodology
Supporting business continuity, disaster recovery, and service optimisation efforts
Maintaining service architecture documentation, process flows, and governance artefacts
About You
We're looking for someone who's strategic, technically credible, and confident working across both business and IT functions. You'll need to be able to see the big picture, but also care about the operational detail.
You'll bring:
Significant experience in IT service architecture and integration
A strong grasp of ITIL and modern service management best practices
Excellent stakeholder and vendor management skills
Experience in public sector or enterprise-scale organisations
Confidence working with Microsoft Azure, cloud-native tools, and hybrid models
A collaborative mindset and a real drive for service excellence
Certifications like ITIL, TOGAF, or relevant cloud architecture qualifications are desirable, but we value practical experience just as highly.
