Keystage Housing is a supported accommodation provider within Luton and North Herts which provides accommodation opportunities for adults who have experienced a variety of complexities and inequality. We have a range of services to meet their individual needs on a proactive and flexible basis. Our aims are to provide safe and supportive accommodation for those who are rough sleeping or at risk of homelessness, providing respite from rough sleeping, with a trauma informed supportive plan to enable individuals to access appropriate support and build a pathway into more permanent accommodation. We ensure that individuals with complex needs receive enhanced support to access treatment and wider services as part of their journey.

Key Roles and Responsibilities:



Service Manager will be required to operate in the role of the Complex Needs Support Worker if required as below: Providing housing related support to individuals who are currently rough sleeping or at risk of homelessness Provide pathways, support and appropriate interventions to enable successful move on into independent and supported community accommodation. Managing referrals for new service users via our partners within the community, providing assistance and information regarding the service delivery plan, suitability and the referral process Work with internal and external partners, agencies and commissioners including, Rough Sleeping Outreach Teams, Supported Accommodation, Probation services, Drug and Alcohol Services, Local Authority Housing team and other community-based support providers and agencies. Key working a case load of service users from initial assessment, creating a personal outcome plan, reviewing the plan whilst working towards tangible move-on options. Create robust risk assessments to manage the safeguarding factors of the individual. Partnership working with relevant professionals, agencies and providers to ensure that suitable support is available and provided for the service user. To maximise effective communication between all partnerships so that the desired outcomes are achieved for the individual. Helping increases the availability of private sector accommodation and the chances of successful move on's into private sector tenancies Working in close partnership with partnership agencies, support providers, facilitate clear communication and information sharing in line with Keystage Housing and legislative data protection and confidentiality safeguards. Recording all service user contact including updating resettlement plans, contact details and risks as necessary Ensuring records are maintained and updated in line with internal and regulatory policies and procedures Building positive partnerships with the local authority, service providers and agencies, signposting service users to relevant agencies to increase participation, health and wellbeing, social inclusion, volunteering opportunities and pathways into paid work.

Service operational duties:



The Service Manager is responsible for the operational smooth running of the service inclusive of the below duties:

Manage and co-ordinate the staff rota, calendars, sickness cover, annual leave and absences. Coordinate the operations of the team offices, maintaining equipment, stationary ordering, PPE orders and supplies. Co-ordination of multi-agency working for those who have multiple or complex disadvantages. Attending multi-agency meetings, forums and support the Director with Strategic approaches to complex case management Be responsible for room allocations, room moves, and room turnarounds as required. Responsible for all Health and Safety requirements in the service, maintaining audits and risk assessments whilst working alongside the Property Manager to facilitate effective repairs and maintenance. Coordinate operational contractors attending the service, both internal and external, inclusive but not exclusive to Cleaning and Maintenance alongside the housing officers. Monitoring income and expenditure for the service, relating to housing benefit, funding and maintenance costs within the service. Uphold and support all employees to work within the company and legal operational policies and procedures and identify training needs for staff alongside the Learning and Development Team. Co-ordinate condition inspections of all rooms, liaising with Property Manager of any findings requiring actions regarding repairs or and direction to action Licence Management tools i.e. warnings, NTV. Monitor the intake and movement of Services Users, externally and internally and participate with the data tracking information required by the MHCLG. Coordinate and maintain the service diary and facilitate access, providing direction to regular visitors such as Unpaid work teams, housing providers, professionals working with the hub and informing team of any requirements. Lead the team and service users in maintaining the property internally and externally to maintain a clean, safe and comfortable environment for everyone. Lead and uphold the values and aims of the service. To be a representative of Keystage Housing at partnership meetings, professional meetings, ward rounds where required. Participate in the Emergency On-Call rota for the service, assisting with advice, guidance and signposting for service users, facilitating emergency repairs call outs, supporting out of hours agencies as required. Actively participate as a member of the team to maintain high standards and continuous improvement. Facilitating and attending regular team meetings and briefings. This post may require working outside normal office hours from time to time. Qualifications, Experiences, Knowledge & Abilities Essential:



Educated to GCSE standard or equivalent IT literate in relevant computer systems (full Microsoft office suite) and evidence of working with bespoke in-house computer software/systems in previous employment Understanding of and commitment to maintaining the independence of service users Clear evidence of experience of delivering housing related support to a variety of service user groups within the services. Experience of delivering interventions to vulnerable individuals who may have varying support needs/mental health issues/alcohol and substance misuse/learning disabilities or difficulties/challenging behaviours/chaotic or impulsive behaviors. Understanding of key legislation regarding social care, housing, mental health and criminal justice and of Health and Safety and Equality Legislation and practices Robust interviewing skills for assessment and risk management planning. Understanding and practical application of property legislation Knowledge of Health and Safety, Housing and Equality Legislation and practices Experience and Knowledge of managing Supported Accommodation Settings Ability to maintain accurate records, write effective reports and utilize and manage bespoke computer software packages Knowledge of Housing Management and tenancy sustainment. Able to adopt system approaches and work in an organized manner to maximize time and efficiency. Able to handle personal data sensitively and confidentially, including familiarity with GDPR and DPA. Proven ability to form professional and effective relationships with service user groups and professionals Demonstrate a commitment to respect diversity and demonstrate a high standard of integrity and fairness. Excellent communication skills both oral and written both internally and externally, with the ability to adapt communication methods to suit service user needs. Managing safeguards and MDT pathways Awareness of safeguarding, DOLS etc Understanding of complex mental health and dual diagnosis - multiple complex needs including substance Evidence of working within the homelessness and housing pathway Level 3 in Health & Social Care or equivalent with the willingness to work towards Level 5.

Desirable:



Full UK drivers' license Experience leading a staff team. Knowledge of Health and Safety, Housing and Equality practices. Knowledge of Housing Management and tenancy sustainment.
