Elmore Community Services works with people with complex needs and mental ill health who do not easily fit into the remit of agencies. We work in Oxfordshire, Buckinghamshire, and Berkshire with people falling through the gaps of existing services, supporting them to tackle their problems, improve their lives, and feel part of their communities. Assertive outreach and a team approach lie at the heart of our work. We also identify gaps and barriers in current provision, create models of working that address these issues, and advocate with decision-makers to address the needs of our client group more effectively.
This role is an exciting and varied position for someone who understands mental health, but especially to support the domestic abuse team, is well-organised, flexible, and creative.

Purpose
To manage Domestic Abuse services provided by Elmore Community Services alongside other service and team managers
To enable Elmore to identify growth opportunities and develop new services
To assure the quality of Elmore's services for the service users, staff, and trustees while developing innovative ways of working and means of service delivery
To support the involvement of service users in the design and development of services
To make a real difference to the growth of Elmore and our leadership team.
Hours, Salary, and Location
Part time 3 - 4 days to be agreed, usually worked between 9-5pm, Mon-Fri. Open to part-time hours. Outside office hours will be required, including early morning and evening, and weekends.
Pension, with 5% employer's contribution after successful completion of probationary period.
25 days annual leave, rising by 1 day per year of service up to a maximum of 30 days.
Location - Cowley, Oxford OX4 3UT. Our services are currently countywide but may expand to neighbouring counties in future. There will be some travelling as part of the job.
Cost of living increases are approved annually by the Board of Trustees subject to sufficient funding being available.
Responsibilities:
Strategic and operational lead for a number of our client services, ensuring that we deliver high quality support to clients in line with our service agreements and contracts. This will include:
Leadership of service delivery in line with contractual requirements, budgets, and evolving demand
Supervision of team managers
Coordination of management, staff, and office cover
Representation of Elmore in contract monitoring and partnership meetings
Ensuring all relevant information is recorded for monitoring and evaluation purposes
Production of accurate, timely and where appropriate, reflective, reports for various audiences including Trustees, contractors, donors, partners, and the public
Use of specialist support contracts, for example with ICT, HR, and accounting
Implementing and contributing to the regular updating of policies and practice
Leadership on information governance and data-sharing arrangements with partners
With significant experience of managing projects and introducing change, you will work on a broad range of issues depending on the needs of the organisation at the time, which could include, for example:
developing the quality assurance system
bidding for new work
rolling out a new service, or a new element of an existing service
supporting service redesign in collaboration with partner agencies
presenting the organisation and the issues that are important to us and our clients in various forums
any other duties as reasonably required in line with skills, knowledge, and experience and to contribute to Elmore's wider success, as required by the CEO
Person Specification
As a small charity, we need people who are flexible and adaptable, real team players who can also work on their own initiative.
Experience:
1. At least 5 years' experience of providing support/care/treatment to help people change their lives in at least two of the following areas: mental health, complex needs, substance misuse, homelessness, domestic violence, working with perpetrators, offending or anti-social behaviour.
2. At least 3 years of staff and team management
3. Experience of establishing services and delivering change
4. Experience of liaising with statutory and voluntary sector care agencies
5. Experience of monitoring and reporting on contracts
Skills and Abilities:
Ability to organise a varied and demanding workload and to work on own initiative
Effective people management skills, including change management.
Ability to challenge the way things are and find better alternatives, and to influence others to adopt proposals and implement solutions
Ability to design operational systems appropriate to our organisational objectives and ethos
Confidence with numbers and spreadsheets, for drafting and managing budgets, analysing data, reviewing records, and creating reports.
Good time management and ability to meet deadlines
Strong verbal and written communication skills, and ability to write reports for various audiences
Willingness to work with others and respect their views
Clear understanding of the issues faced by people with complex support needs, and knowledge of other services that Elmore clients may need support to access.
Thorough working knowledge of adult and child safeguarding issues and the roles and responsibilities of relevant agencies
Thorough working knowledge of whole family and holistic support, and its importance for ensuring positive outcomes for children.
Commitment to the ideals of quality and fairness in delivering support to vulnerable people, and the meaningful involvement of service users
Awareness of legislation relevant to the client group (such as the Mental Health Act, Mental Capacity Act, the Care Act, data protection, homelessness legislation etc) and staying updated about relevant changes in legislation.
The post-holder must be eligible to work in the U.K. Appointment will be subject to satisfactory DBS check. It is desirable that the post-holder is a car driver with a full license and access to vehicle for work use.
