We have an exciting opportunity for a Permanent, Full Time, Service Manager - Waste to join Southampton City Council (SCC) in our Environment Services Team.

The Waste Services Team is crucial in delivering high-quality, sustainable waste management solutions across Southampton. We are committed to enhancing recycling rates, reducing landfill use, and contributing to our net-zero carbon targets, while ensuring residents and businesses receive exceptional service.


About the role





This is a key senior leadership role within the Council's Resident Services Directorate, offering the opportunity to shape the future of waste operations and disposal across the city. As Service Manager - Waste, you will lead the Council's waste operations, disposal contracts, and strategic waste development functions.



Your focus will be on driving innovation, improving service delivery, and promoting sustainable waste practices. You will lead and inspire a diverse team, manage complex contracts, and work with partners across the public and private sectors to support the city's environmental ambitions.



You'll also represent the Council in external partnerships such as the Tripartite Disposal Contract and Hampshire Waste Partnership, ensuring Southampton's interests are championed.



Key responsibilities include:


Strategic leadership of waste collection, disposal, and recycling services to meet both operational demands and long-term environmental goals. Driving performance improvements across the service and promoting best practice. Managing contracts, budgets, and operational resources effectively and efficiently. Leading on service innovation and development, informed by industry trends and legislation. Engaging with residents, businesses, and partners to build awareness and support for sustainable waste initiatives.

This role also includes statutory responsibilities around transport and vehicle compliance, and you will need to ensure adherence to all relevant waste, environmental and safety legislation.

About you:





We are looking for an experienced and forward-thinking waste management professional who is passionate about public service and committed to sustainability.



You will need:


Significant experience managing complex waste operations or environmental services. A strong understanding of waste legislation, logistics, recycling, and compliance, including Operator Licence and H&S obligations. A proven track record of leading high-performing teams and delivering service transformation. Excellent contract management, budget control, and stakeholder engagement skills. A degree in a relevant field or significant industry experience supported by formal qualifications (e.g., WAMITAB, IOSH, Transport Manager CPC).

This role requires a strategic thinker who can make evidence-based decisions, influence senior stakeholders, and lead change with confidence and integrity.
