If so, we have an exciting opportunity for a Stakeholder and Delivery Lead to join our team at the Ministry of Housing, Communities and Local Government (MHCLG) and we'd love to hear from you!


At the Spending Review, the Government confirmed a new 10-year 39 billion Social and Affordable Homes Programme (SAHP), kickstarting social and affordable housebuilding at scale across the country, sitting alongside the 12.3 billion 2021-26 Affordable Homes Programme (AHP) delivering affordable homes.


We are looking for three programme and policy professionals to join the Social and Affordable Homes Programme team, in key programme management and policy development roles across both programmes.


Role 1 (PMO role): Programme Manager (across AHP and SAHP), managing governance, assurance, risks and milestones. This role offers significant project delivery development opportunities, including exposure to delivery partners and stakeholders, and leading ensuring colleagues and delivery agencies apply programme professional skills and tools effectively. The Programme Manager will ensure SAHP is an exemplar across the Government Major Projects Portfolio, providing accountability to the National Infrastructure and Service Transformation Authority. This is an exciting opportunity for a talented project professional seeking career development and to make a difference in their work.


Role 2 (Greater London Authority Delivery and Engagement role): Programme Manager, GLA delivery in London, including stakeholder and performance management, leading monthly stakeholder delivery and performance engagement, and building strong working relationships. The role includes risk management, leading on risk workstreams. A challenging and exciting opportunity, with monthly management information analysis and board preparation. This good development opportunity includes leading on finance engagement and completing quarterly payment sign off processes; along with drafting and providing timely updates for senior stakeholders.


Role 3 (Devolution, Policy and Engagement role): Policy Adviser, implementing the English Devolution White Paper commitment for Established Mayoral Strategic Authorities (EMSAs) to set the strategic direction of the SAHP in their area. The role holder will work with Homes England and EMSAs to communicate EMSA priorities to the social housing sector and potential bidders, oversee delivery to ensure EMSA priorities are reflected, and support longer term policy development on devolution of delivery. This is an exciting opportunity for a policy professional to work across social housing and English devolution policy areas.

As the Stakeholder and Delivery Lead your responsibilities will include:

Oversee monthly analysis of management information for programme boards. Contribute to risk management and lead on individual risk workstreams. Leading on drafting updates and delivery summaries to senior stakeholders and Ministers. Chair external meetings and build strong relationships with external stakeholders to drive delivery of programme objectives, including action log management. (PMO role) Ensuring effective programme governance and management across the 2021-26 AHP and SAHP, alongside maintaining products and processes to support the programme within the Government's Major Projects Portfolio (GMPP). (GLA Delivery role) A confident communicator, the candidate will use strong stakeholder and communication skills to engage with the agency and with finance colleagues, including the delivery of robust quarterly payment sign off processes. (Devolution, Policy and Engagement role) Oversee implementation of the policy approach to EMSAs, setting the strategic direction of the SAHP, and contribute to policy development to deepen devolution of delivery in the longer-term and related to the implementation and delivery of the new programme.

We are looking for candidates who can demonstrate:

Excellent written and verbal communication skills, with the ability to convey important messages respectfully to stakeholders and colleagues. Strong organisational skills, with the ability to manage competing priorities, and act to reassess workloads and priorities when required. An ability to work collaboratively and flexibly with others to achieve common goals; a strong team player. Some project or programme management experience, ideally including Government Major Projects Portfolio (GMPP) experience, which may also include risk management, governance or assurance experience (preferable: a project or programme qualification such as MSP, APM PMQ, Management of Risk) for both the GLA Delivery and PMO roles. Some policy experience is beneficial for all roles but particularly for the Devolution, Policy and Engagement role.

Internal Fraud Database




The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to MHCLG as a participating government organisations. MHCLG then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
