About the Organisation:





The Local Government and Elections (Wales) Act 2021 provides for new Corporate Joint Committees (CJCs) as a mechanism for regional collaboration and development. This system of regional planning and investment provides for a more consistent and democratically legitimate framework, into which, CCR has integrated regional growth programmes such as its City Deal.





As a new public body, established to shape and co-ordinate regional public investment, the CJC provides the opportunity for regional growth on a greater scale, with a strong sense of agency and identity. The new levers, policy-making tools and corporate duties that will drive impact across CCR's plans, programmes, functions and projects, must be developed and delivered with clear reference to CCR's overarching mission and constitutional powers. In tandem with these significant opportunities and new levers, comes a set of new and increased responsibilities and accountabilities. We are therefore looking for an experienced leader who can balance the diligence and rigour required with the flair to help shape, build and lead a purposeful and impactful regional entity.





Being in at the start and shaping the development of the embryonic CJC, provides an unrivalled opportunity to make a difference to public life at this critical juncture in Wales. The postholder will have a deep understanding of the law and rudiments of good governance - understanding when to apply finely honed judgement skills and making use of negotiation and influencing skills in navigating towards consensus.




About the Job:







To report directly to the CEO, leading the CJC's Legal and Governance business unit- informing every stage of CJC implementation and enactment and ensuring fulfilment of core standards around transparency, risk management, good governance and effective decision making. As required under the provisions s5 of the Local Government and Housing Act 1985, the postholder will perform the role of Monitoring Officer.





The postholder will contribute to whole-CJC functions and leadership, providing resilience and support as a member of the CJC Executive Team. Key areas of responsibility will include:




Legal Services Statutory Monitoring Officer role Ethical Framework Information Management Complaints Procurement Democratic Services



What we are looking for from you:





The role requires the skillset and background of a highly experienced legal professional, who is familiar with the requirements of the statutory Monitoring Officer function, providing sound legal advice and support to the CJC and Senior Executive Team, of which you will form a critical part. You will lead and develop the service to ensure the provision of a contemporary, solutions-driven legal and governance function. As well as technical proficiency, assurance and probity, the role requires acumen and value creation that supports the ambitions of the region. Your leadership skills will inspire and motivate across all functions and your ideas and innovative thinking will play a part in ensuring CCR reaches its goals for a stronger, greener and fairer economy. Thinking strategically and building and maintaining relationships will be key to your success in this role.
