==========================================

From the City Fringe, through to the heart of the East End to the skyscrapers of Canary Wharf, Tower Hamlets is a uniquely vibrant, diverse and contrasting part of the capital - a melting pot of creativity, enterprise and cultural life that brings the best of London together in one place.

Tower Hamlets is a borough with rich diversity and cultural heritage. At the same time there are undeniable problems - linked in part to poverty and deprivation. Levels of ASB and violence are too high - with domestic abuse, drug related crime and serious youth violence a particular problem. Tackling crime and ASB is a top priority for the Council and our residents.

We are investing in community safety and developing new innovative approaches with partners and residents to maximise our collective partnership effort. We are ambitious for the Borough and our residents and to deliver a first class community safety service.

Key Responsibilities

To support around case management of individuals that have greater propensity to disengage or continue causing substance misuse related ASB/crime despite assessment and referral into treatment; examination of case records and third party information for the purposes of supporting Criminal Behaviour Orders, investigatory work for the preparation of court bundles for civil injunctions and Community Protection Notices/Warnings; notifying relevant parties of breaches occurring under ASB legislations and powers enforced by the Courts. These additional responsibilities are not currently carried out in any capacity which itself are crucial to effectively managing the most chaotic individuals causing the greatest harm through ASB/crime related incidents.

Also to build relationships with Registered Social Landlords in the borough to encourage use of available tools and powers to engage problematic individuals involved in substance misuse in treatment via their own civil injunctions providing training and sharing best practice and policies/protocols where available and appropriate.

Requirements

Knowledge of the Anti-social Behaviour, crime and Policing Act 2014

You will have previous experience of proactively managing complex ASB cases from start to finish with knowledge of Prohibitions and requirements that can be used to support both perpetrator and victims.

You will provide expert advice and guidance to colleagues enhancing our internal knowledge of Anti-Social Behaviour processes and positive requirements attached.

You will have a strong sense of stakeholder awareness and be able to build quality relationships and rapport with residents, stakeholders and internal customers to develop and implement multi-agency problem solving responses to anti-social behaviour.

Proven experience of preparing and presenting ASB cases to the County Court whilst supporting witnesses.

Knowledge of drugs and their effects.

Tower Hamlets vision for our borough is that: people are aspirational, independent and have equal access to opportunities; we are a borough that our residents are proud of and love to live in; and we are a dynamic, outcomes-based council using digital innovation and partnership working to respond to the changing needs of our borough. We want people who aspire to our TOWER values: Together; Open; Willing; Excellent; Respect.

Tower Hamlets has a zero-tolerance approach to, and works to eradicate, all forms of discrimination on the basis of race, sex, disability, age, religion or belief, sexual orientation, gender reassignment, marital status, status as a civil partner, gender, gender identity, gender expression, pregnancy and maternity and looks to employ a diverse workforce representative of those groups. We recognise that people can also be disadvantaged by their social and economic circumstances, so we will work to eliminate discrimination and disadvantage caused by social class.

We are a Disability Confident Employer, which means applicants who declare a disability and meet the essential criteria for the post are guaranteed an interview. Care experience has also been adopted by the Council as an additional protected characteristic.

We welcome applicants interested in flexible working arrangements and also applicants who live in the borough.
