Job Description

The Talent & Resourcing Manager will play a pivotal role in shaping and delivering The Housing Network's (THN) people strategy by leading all aspects of internal and external resourcing. This role will be responsible for developing and embedding our Employee Value Proposition (EVP), ensuring THN attracts, recruits, and retains diverse, values-aligned talent. Operating at manager level, the postholder will line manage and develop the recruitment team, oversee compliance with safer recruitment principles, and collaborate closely with the HR Manager and Learning & Development Lead to create a seamless people experience from attraction through to onboarding, career development, and retention.

Key Responsibilities



Strategic Talent & Resourcing



Lead the design and delivery of THN's resourcing strategy to meet current and future workforce needs. Develop and maintain THN's Employee Value Proposition (EVP), ensuring it is effectively communicated internally and externally to strengthen employer brand. Drive innovative attraction campaigns, digital presence, and recruitment marketing aligned to THN's values and B Corp commitments. Work collaboratively with managers to build workforce plans that balance organisational growth with sustainability and values.

Safer Recruitment & Compliance



Ensure full compliance with safer recruitment principles across all recruitment and selection activity. Oversee all pre-employment checks (DBS, references, right-to-work, qualifications) and ensure they are consistently and rigorously applied. Develop policies, processes, and guidance to embed safer recruitment across the organisation. Train and support hiring managers to understand their safeguarding responsibilities in recruitment and selection. Monitor and audit recruitment practice to provide assurance of compliance with safeguarding and safer recruitment standards.

Leadership & Team Development



Line manage and develop the recruitment team, ensuring capacity, resilience, and progression. Build capability across managers through coaching, toolkits, and training on effective, values-driven and safer recruitment. Champion inclusive recruitment practices to support diversity, equity, and belonging at THN.

Collaboration Across People Function



Partner with the HR Manager to ensure a seamless onboarding and induction process, linking into probation and early talent retention. Work with the L&D Lead to align resourcing with career pathways, professional development, and succession planning. Contribute to People function projects (e.g., performance framework, trauma-informed practice rollout, wellbeing initiatives).

Skills & Experience



Proven experience in leading talent acquisition/resourcing at manager level within a fast-paced, values-driven environment. Strong understanding of EVP, employer branding, and candidate attraction strategies. In-depth knowledge of safer recruitment principles, safeguarding responsibilities, and compliance requirements. Experience line managing and developing a team. Strong relationship-building and influencing skills with senior leaders and managers. Commercially aware with an ability to balance growth, compliance, and cultural alignment.

Job Type: Full-time

Pay: 40,000.00-45,000.00 per year
