Team Leader, Housing Strategy - PKC13241

You will lead a team focused on delivery of the Local Housing Strategy 2022-27 and the update which is due to commence plus the Council's Strategic Housing Investment Plan.



You will lead on the management of the Affordable Housing Investment Programme working with partners and across Council teams to direct investment in affordable housing to meet housing priorities identified across Perth and Kinross and help deliver over 210 new affordable homes a year. This includes the identification of sites, community consultation and opportunities to facilitate a new build programme for the Council of 80 houses per year.



In addition to the core deliverables above the post holder will be expected to:


Provide high-level, broad-ranging policy advice on complex issues to the senior management team and prepare responses to national and local policy consultation papers. Be responsible for personnel matters including ensuring adherence to HR policies and encouraging and supporting staff development. Provide leadership and support to members of the team in carrying out their duties and taking forward their work.

Skills & Experience Required

We are looking for someone that is keen to continue delivering against a key policy, the Local Housing Strategy but also to be involved in housing development through working with RSL's and as part of the Council's new build programme.



You will hold a degree and/or a diploma/relevant professional qualification in a related subject.



You will have substantial experience in housing strategy and housing development. Planning and organisational skills to lead others to develop and implement strategic plans and policy are key.



You will have analytical skills and understanding to assess and analyse complex information and develop strategies.



Your ability to represent the Council in an external environment and to communicate effectively to stakeholders will be critical.



You must have a valid driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.
