As a Technical Assurance Lead within the FM Programme and Workplace Team, you can make your own powerful contribution to Westminster's success. You will take a lead role in ensuring full statutory compliance across Westminster City Council's operational estate, acting as the primary competent person under Regulation 7 of the Management of Health and Safety at Work Regulations 1999 and the CDM Regulations 2015.



You will be responsible for delivering a robust compliance framework - developing, maintaining and monitoring policies, procedures and process maps to achieve 100% compliance across estate activities. This includes advising on and implementing the Corporate Landlord Health and Safety Management Plan and supporting the Head of FM Programme and Workplace with strategic planning, operational oversight, and reporting.



You will lead a specialist team responsible for commissioning and monitoring statutory inspections, audits and assessments covering fire, asbestos, legionella, and other key building compliance areas. You will also interpret relevant legislation and ensure ongoing awareness of regulatory changes and new requirements.



In addition to overseeing technical compliance, you will provide expert advice to colleagues, departments, and contractors, ensuring responsibilities are understood and met. You'll monitor contractor performance, support FM procurement processes, and ensure quality and value-for-money in service delivery.



You will also be responsible for managing risk assessments related to common areas, advising on measures needed to fulfil insurer requirements.



This is a critical leadership role that requires excellent communication and problem-solving skills, a deep understanding of the statutory compliance landscape, and the ability to work collaboratively across departments to create a culture of safety, assurance and accountability.

About You:

You will bring extensive experience in managing statutory compliance across operational and investment estates, with deep knowledge of fire, water, gas, electricity, and asbestos regulations. Having managed end-to-end compliance processes, you will be confident overseeing risk assessments, monitoring remedial actions, and ensuring timely completion across a broad range of property-related risks.



You are adept at developing PMFs and writing compliance reports to senior stakeholders, boards, and leadership teams. Your background includes managing compliance performance across multiple departments and contractors, ensuring high standards and regulatory alignment at all times.



With strong experience in contractor performance management, you are skilled at influencing external partners, managing contracts effectively, and ensuring quality assurance throughout. You bring excellent data management capabilities - maintaining, monitoring and improving data across multiple corporate systems, including overseeing data transfers and delivering insight through accurate analysis.

People management is a core strength, with a proven ability to lead teams, set clear objectives, and support continuous learning and development.




You are confident in diagnosing complex problems and implementing practical, effective solutions. Your communication and stakeholder management skills allow you to build strong relationships across contractors, internal teams and council services, supporting a collaborative, solution-focused culture.
