The role
As Technical Competence Manager, you\'ll have a role that\'s out of the ordinary. This is a unique opportunity to baseline the current technical training activities conducted across all departments at HMNB Clyde, in determining the training resource required to ensure a complaint competency-based training programme is established, delivered and maintained for all trade groups.

Day to day, you\'ll establish, manage, deliver, and continually develop an effective competence management system using a risk based/gap analysis approach that will deliver competency assurance for all technical staff.

• Identify, recruit, on-board and manage the technical training resource required to effectively deliver competency assurance across the various trades on site - including the creation and management of a competency register.
• Establishing and leading the technical competency team, ensuring that suitably qualified and experienced persons are available to undertake competency assessment and verification across all skills.
• Whilst building the technical competency team the technical competency manager will be responsible for conducting the training, assessing, and recording of activities for areas deemed priority by senior management.
• Lead on the competence assessment and verification of maintenance staff through planning, managing and quality assuring the work of all engineering assessors and verifiers including using direct observation, random sampling, and standardisation meetings.

This role is based on site at Faslane, Helensburgh

Essential experience of the Technical Competence Manager:

• The role requires an in-depth knowledge of competency management, assessment and verification practices used in complex engineering organisations.
• Must have the ability to create and subsequently manage an auditable competency management programme for 500+ multi trade staff using risk-based methodology to identify priority areas/tasks within the business.
• Will be required to undertake competency-based assessment and verification for at least one trade function.
• Leading and managing a team with the ability to engage and direct at all levels of the organisation, experienced in influencing change and encouraging adoption of best/industry practices across multiple areas of a business

Qualifications for the Technical Competence Manager:

• Training Delivery Engineering Qualification - with proven experience
• Competence Assessor and Verifier Qualification in Engineering - with proven experience

The successful candidate must be able to achieve SC security clearance for this role.
