The Opportunity





To lead, develop, and manage the Temporary Site Services (TSS) business unit within Tilbury Douglas Engineering, ensuring the safe, efficient, and commercially effective delivery of electrical, mechanical, water, and fire protection services to Tilbury Douglas Construction projects nationwide inclusive of Infrastructure and engineering principal contracting activities.



The role combines strategic management with hands-on operational leadership, balancing growth, compliance, health safety and well-being and ensuring team capability while maintaining profitable, high-quality service delivery across multiple national live and pipeline projects.


Key Responsibilities




Strategic Leadership & Growth




Lead the overall performance and direction of the TSS business unit, ensuring alignment with the wider Tilbury Douglas Engineering and TD Group Construction strategies. Deliver the annual business plan and financial targets, including turnover, margin, and cost control. Develop strategic growth opportunities within the internal Tilbury Douglas project portfolio and selected/controlled external supply-chain clients. Champion continuous improvement, innovation, and ESG activities in all TSS operations.

Operational Delivery




Oversee delivery of TSS services across all Tilbury Douglas regions, ensuring projects are compliant in line with TD Site Set-Up Standards (2025)and statutory regulations. Manage temporary installations for site welfare, electrical distribution, metering, domestic water, and fire alarm systems, including testing and commissioning. Ensure timely and effective provision of electrical testing (EICR), PAT testing, water legionella testing, and fire safety equipment maintenance. Implement robust planning and resource management to meet programme and cost expectations. Maintain high standards of safety, quality, and presentation across all temporary service installations.

Commercial & Financial Management




Take full P&L responsibility for the TSS business unit, forecasting revenue, gross profit, and overheads accurately in coordination with the Regional Commercial Manager and Managing QS team. Manage procurement of materials, subcontractors, and specialist services to achieve best value, forecasting of investment in any new equipment annually. Review and approve applications for payment, variations, and cost reports, ensuring alignment with CVR and business reporting cycles. Monitor cash flow, accruals, and expenditure against budgets, implementing corrective actions as required

People Leadership




Lead a multidisciplinary team comprising electrical, mechanical, and fire protection engineers, site managers, and administrative staff. Foster a culture of safety and wellbeing, accountability, and professional development through mentoring and structured performance reviews. Manage recruitment, induction, on-boarding, and succession planning to maintain capacity and competence within the unit. Encourage collaboration, transparency, and clear communication between office-based and site-based teams. Manage key stakeholders in construction and infrastructure regional SLT's, to support planning, timescales, pricing, and quality delivery.

Health, Safety & Compliance




Ensure all TSS activities comply with Tilbury Douglas H&S management systems, CDM Regulations, and statutory legislation. Promote a proactive safety culture through leadership engagement, on-boarding, toolbox talks, audits, and behavioural-safety initiatives. Oversee and support the implementation of all relevant quality and environmental management processes (ISO 9001, 14001, 45001), Office Audits. Manage compliance with NICEIC, BAFE, UKATA, and other accreditation requirements

Client & Stakeholder Engagement




Act as the principal point of contact for internal TD clients, project managers, and site teams regarding TSS scope and performance. Represent TSS at project and regional meetings, providing updates on commercial, operational, and resource status. Liaise with consultants, inspectors, and local authorities where required on temporary installations and compliance matters. Ensure excellent customer service and responsive support to all TD colleagues. Manage key stakeholders in construction and infrastructure regional SLT's, to support planning, timescales, pricing, and quality delivery.

Knowledge, Skills & Experience




Essential




Proven track record in managing M&E or temporary site services at business-unit or senior project-management level within the construction industry. Strong commercial and financial awareness with experience of managing budgets exceeding 1.5 million. In-depth knowledge of UK temporary electrical systems, BS 7671, water hygiene, fire safety standards, and construction legislation. Demonstrated leadership of multidisciplinary teams across regional operations. Excellent planning, problem-solving, and communication skills. Competent in Microsoft Office 365 and industry software preferred, and attendance on Training Courses and Cyber Awareness

Desirable




HNC/HND in Electrical Engineering, Building Services, or Construction Management. SMSTS JIB Graded Experience delivering compliance services (Fire Safety, Water Testing, EICR, PAT) across multi-site portfolios. Full clean driving licence

Excellent knowledge of temporary electrical systems (BS 7671), water hygiene, fire safety and relevant construction legislation. Demonstrable ability to lead multidisciplinary teams across multiple regions. Strong planning, communication, and problem-solving skills with a commitment to safety and quality.
