Job Introduction

The ProjectWide Temporary Works Manager must have a proven track record as a Temporary Works Manager (TWM) or Temporary Works Coordinator (TWC), or Engineering Manager on civil engineering projects with a strong focus on Temporary Works. Key attributes include extensive knowledge and experience in Temporary Works, strong interpersonal and organizational skills, effective team leadership, and clear, effective communication.


You will support a team of TWMs, TWCs, Temporary Works Supervisors (TWSs), and source managers across the different delivery units of the project. Your primary responsibility is to ensure that in the DUs all Temporary Works are designed, constructed, implemented, and dismantled safely and in full compliance with Project Procedures.


A thorough working understanding of BS 5975 principles is required, along with familiarity with PAS 8811 and PAS 8812 standards.


You will report directly to the Head of Temporary Works within the Enabling Functions Team under Engineering Services and the Technical Directorate.

Main Responsibilities

Temporary Works Management and Coordination

Understand and apply the principles of PC's TWC as defined in BS5975:2019, PAS8811:2017, and other relevant standards including HS2 and SCS TW Procedures and Technical Standards. Manage and maintain the Zutec Temporary Works module; hold overall responsibility for the technology and systems used for Temporary Works on the project, ensuring consistent and proper use. Provide expert support to TWMs and TWCs on complex Temporary Works issues including classification, procedural understanding, assurance clarity, and process improvement. Establish and maintain strong relationships with TWMs, TWCs, Scaffold Managers, and Temporary Works Design Managers (TWDMs). Conduct weekly TWC meetings to provide updates, support, and continuous professional development (CPD). Perform compliance checks focusing on higher-risk assets; produce consistent reports for wide distribution to share learning and best practices. Promote a consistent approach across the project DUs, encouraging collaboration while supporting areas needing assistance. Ensure team resilience across areas to cover staff absences effectively. Facilitate development and training for the entire Temporary Works function including TWMs, TWCs, TWSs, Source Managers, Construction Teams, and Front Line Supervisors. Drive efficiency by minimizing process waste; challenge existing Temporary Works processes and interfaces that add unnecessary workload (e.g., BIM, client requirements, document control). Collaborate closely with the Lead Temporary Works Design Manager (LTWDM) to ensure a unified approach from senior leadership. Liaise with HS2 Senior Project Engineers (SPEs) to ensure confidence in our coordination approach; constructively challenge client processes that do not add value. Champion the development and adoption of route-wide designs across the project. Support or lead peer reviews for Category 4 Temporary Works scope. Ensure Area TWMs fulfil their duties in accordance with section 4.11 of the SCS TW procedure. Interface effectively with other Engineering Services teams within Enabling Functions (Materials, Survey, General Engineering, Rail Interface). Collaborate with other Enabling Functions elements including PW Design, Technical Assurance, CDE, IT, Finance & Reporting. Maintain accurate Temporary Works documentation within site document management systems; seek automation opportunities to eliminate redundant work and reduce technical debt by removing placeholders or non-TW documents. Engage supply chain partners to upload deliverables promptly. Anticipate upcoming risk areas (e.g., tunneling, MEP installations, fit-out) and implement suitable processes, training programs, and engagement initiatives to mitigate risks. Serve as escalation point; foster strong working relationships with DUs teams including Safety, Construction Management, and Engineering. Support associated functions interacting with Temporary Works such as Quality Assurance, Health & Safety Welfare (HSW), Technical Assurance. Assist the Head of Temporary Works in delivering project-wide briefing campaigns. Understand Client and Joint Venture Partners' Environment & Sustainability policies and statutory requirements relevant to operations; ensure implementation within discipline scope.

TW Coordination Support & Compliance Activities

Support Delivery Units and Enabling Functions in executing the 2025 Temporary Works Strategy effectively across the project lifecycle. Facilitate site compliance monitoring related to Temporary Works maintenance/inspections via automated systems/dashboards; promote safety-focused behaviours onsite. Support compliance with Route to Green HS2 audit requirements through automated tracking/reporting tools. Provide leadership during TAR audits by supporting DUs with preparation, compliance assurance, and continuous improvement initiatives. Maintain efficient use of project tools such as the Scaffold Request App.

Data Management & Automation

Operate within the Temporary Works Design and Coordination team to support monitoring activities and drive efficiencies through automation. Monitor and audit data quality rigorously. Liaise with internal/external clients to fully understand data content requirements. Gather detailed requirements and document interface contracts using appropriate tools/techniques. Manipulate, analyse, and interpret complex datasets related to employer business needs. Educate and support business users regarding their reporting needs. Prepare reports tailored for internal and external stakeholders using business analytics tools such as Power BI. Create dashboards, graphs, visualizations providing sector/competitor benchmarking insights.

The Ideal Candidate
Civil or Structural Engineering qualification at minimum HNC/HND level; preferably BEng or higher (MEng/MSc). Chartered status preferred but not mandatory. Proven experience as a Temporary Works Coordinator or Manager in relevant large-scale projects. Valid CSCS card holder. CITB Temporary Works Coordinator course completion preferred. Completed SMSTS & SEATS training courses essential. Strong understanding/application of BS5975:2024 standards. Thorough knowledge of CDM Regulations 2015 requirements applicable to construction design management roles. Demonstrable expertise in developing detailed reports/dashboards for diverse stakeholders in fast-paced environments. Advanced proficiency in mainstream Business Intelligence tools such as Power BI is required. Commitment to maintaining high data quality standards across reporting systems.

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
