About you

To succeed you will need to be a strong communicator with a firm grasp of the transport sector and managing change with a commercial focus. With a track record of delivery and achievement you will lead the Influencing Travel Behaviour team, working with our partners and communities to promote safe and sustainable travel to the public, businesses and across all education sectors in the city. This role will provide input and co-ordination of an interesting multi-disciplinary workload across a diverse and interesting portfolio of project development and initiatives. To meet our requirements, you are likely to be a graduate or equivalently experienced who is a strategic thinker with proven communication and supervisory skills. You be passionate about achieving mode shift and improving safety for sustainable and active travel modes in Leeds.


As the team lead, you will bring to the role:


A degree or equivalent level qualification or other qualification / equivalent experience relevant to the duties of the post and which provides the basis of the appropriate professional requirements (i.e. Engineering Council UK, Transport Planning Society, RTPI) is an essential requirement. A number of years of experience in a managerial role in either the public sector or road safety/ transport planning/ engineering consultancy sector is essential. Ability to contribute to change programmes, improve service quality and support culture that drives up standards and performance. Practical knowledge of the use and application of techniques for effecting behavioural change, ideally related to the road safety and/or transport sector. Experience in project/programme planning and the management of budgets and expenditure

About the role

As our leader of the Council Travel Behaviour Change team, you will be integral to supporting the delivery of the Council ambitious Connecting Leeds Transport Strategy and Vision Zero Strategy. You will direct the team to deliver active travel, road safety and behaviour change projects and communication campaigns across Leeds, with a strong focus of embedding behaviour change interventions within our capital scheme programme to maximising their impact.

Job Purpose

To support the Head of Development Services in overseeing the work and delivery of the Transport Development Services section with specific management responsibility for the Travel Behaviour Change Team.


Working as one of a team of Principal Engineers/Transport Planners, to lead, manage and co-ordinate a portfolio of transport strategy projects covering strategy development and presentation, policy appraisal, transport studies, behavioural change initiatives, project and programme development and coordination.


This position will have responsibility for leading the preparation and delivery of projects and programmes to influence and change travel behaviours to promote safe and sustainable transport working alongside internal services, external organisations, businesses and educational institutions.

Responsibilities

Support the Head of Development Services in the detailed organisation and administration of technical and other staff. To represent the service area at a level commensurate with the grade of the post. To work collaboratively with the Council partners to provide leadership and technical input to the development of transport policies and strategies and contribute to the development of transport investment programmes in accordance with corporate and transport policies. To support and advise Elected Members, senior officers and other key stakeholders in order to promote and support the strategic direction of the service, ensuring that all are effectively engaged to maximise outcomes and, in turn, support Council priorities. To be responsible and lead on the development and presentation of road safety and sustainable transport strategies, initiatives and projects. To support and contribute to strategy innovation, including new technologies, policy interventions for behavioural change and mobility management to provide for the effective and inclusive operation of the transport system. To provide expert advice concerning transport matters supporting of the Council planning and highways functions, statutory duties, corporate initiatives and community renaissance and regeneration. The preparation of project briefs and oversight of transportation studies, feasibility / design studies and the associated analysis and interpretation of data. The identification, appraisal and development of projects and programmes for Vision Zero road casualty prevention, influencing travel behaviours for safer and sustainable travel patterns that promote healthy lifestyles and contribute to improving air quality. Procurement and supervision of services as necessary to support the service objectives and outcomes. To prepare reports up to the level of Executive and Scrutiny Boards. To take responsibility for managing and monitoring capital and revenue budgets and risk for the programmes and projects under the manager control. To represent the Directorate and Council at the local, regional and national levels in connection with matters of transport policy and strategy. Promote and deliver positive solutions to achieving diversity and equality in all aspects of service delivery, community engagement areas, focussing on equality of outcome. Within the service area to take responsibility for maintaining effective communications with Elected members, staff, service users, trade unions, partners and other stakeholders in accordance with Council good practice. To be accountable for the safety of staff, service users and contractors in accordance with Council and Directorate Health and Safety Policy. To undertake any other duties within the Service as workloads and priorities demand at a level appropriate to the grade of the post. The post holder will be expected to develop and maintain working relationships with senior managers and staff within the department and across the Council. Liaison with officers of public undertakings, Government departments, local authorities, external organisations, consultants and members of the public as necessary. Flexible and adaptable to change to assist other services as required commensurate to grade To participate in appraisal, training and development activities as necessary to ensure up-to-date knowledge and skills To improve own practice through observation, evaluation, discussion with colleagues and development programmes. To work collaboratively with colleagues, knowing when to seek help and advice. Contribute to the overall ethos, work, and aims of the service by attending relevant meetings, training days/events as requested. Qualifications

A degree or equivalent level qualification or other qualification / equivalent experience relevant to the duties of the post and which provides the basis of the appropriate professional requirements (i.e. Engineering Council UK, Transport Planning Society, RTPI) is an essential requirement.


A relevant professional qualification at Incorporated Engineer or Transport Planning Professional (TPP) level is desirable but not essential.


A post-graduate qualification in a relevant technical and/or management discipline is a desirable but not essential requirement.


A number of years of experience in a managerial role in either the public sector or road safety/ transport planning/ engineering consultancy sector is essential.

Essential requirements

Knowledge of transport planning systems, practices and requirements and the funding of transport schemes and initiatives. Knowledge of programme and project management methods and procedures. Understanding of service procurement. Appreciation of the role and functions of highway and transport authorities. Knowledge of techniques and methods for mobility management and influencing travel behaviour. Demonstrable experience in a road safety, transport planning, highways or traffic engineering role relevant to the duties of this post. Experience in project/programme planning and the management of budgets and expenditures. Experience in preparing briefs/specifications and understanding procurement processes. Understanding of local government and experience of achieving results in a politically sensitive context. Understanding and practical experience using analytical approaches to problem-solving to deliver projects. Experience in staff supervision and leading teams. Ability to lead the development of transport interventions and projects from inception to completion. Ability to provide constructive problem-solving and conflict resolution. Ability to develop productive working relationships and work with a range of stakeholders to achieve positive outcomes. Ability to manage competing priorities whilst delivering on a range of complex projects and adapting to changing circumstances and priorities. Ability to manage multi-disciplinary projects and staff teams. Ability to provide leadership that commands respect, trust and confidence and which empowers colleagues and staff to achieve results. Experience in conducting transport studies and applying appraisal techniques and monitoring methodologies. Experience in promoting and influencing behavioural change at the individual, group or community level, ideally within the transport sector. * Experience in the preparation of transport strategies and/ or associated policies and programmes.
