Job Description

We are looking for a talented Workforce Planning & Transformation Manager to join the Workforce Planning & Information team. The role will work under the direction of the Head of People Planning & Workforce Information Manager and Principal Data Analyst.



This role is pivotal in shaping how Gloucestershire Hospital NHS Foundation Trust manages its workforce plans and projects. The role encompasses a strong analytical remit across a myriad of Workforce data sources requiring trend analysis and forecasting skills, a central role in supporting local and national workforce operational plans in their creation and monitoring while working collaboratively with colleagues. The successful candidate will have the opportunity to be key in driving transformation across the large workforce of the Trust.



The role will follow a typical 9:00-17:00 pattern, Monday to Friday. There is an opportunity for hybrid working whereby you should expect to be onsite each week for three days p/w. As you are starting in the role you should anticipate more time on site during your induction.

The Workforce Planning and Information team bring together strategic planning and data analytics to design, implement and monitor workforce projects. As a multidisciplinary team, we take a holistic view of how projects from across the organisation deliver the trust's strategic ambitions, exploring the interaction between plans, processes, and information systems. Through this we provide insight to organisational leaders, supporting them to make evidence-led decisions for the benefit of staff and patients.



The post holder will work collaboratively between the leads of the Planning and Information functions. They will engage with key stakeholders across the People & Organisational Development directorate, including the HR Business Partners, Resourcing, and Temporary Staffing, as well as Operational leads.

This is a highly collaborative role, working closely with colleagues in Workforce Planning & Information, and more broadly across People & Organisational Development and the wider trust.



Establish & maintain a range of monitoring and governance systems/processes across Workforce related data and information.



To support the operational planning process, both annual and Long-Term Workforce Plan, across the Trust as directed, ensuring partnership working with ICS colleagues and wider Regional colleagues.



Provides training and support to colleagues on workforce planning and workforce transformation tools, templates and methodologies.



Demonstrate and embed a good understanding and knowledge of local and national workforce guidance that impact on workforce related plans/projects in order to ensure the Trust is fully up to date.



Expert level of skill in information analysis and synthesis, including ability to receive highly complex and sensitive information on staff and financial details and the ability to interpret and draw conclusions from it.



Ability to identify problems and inconsistencies with complex data, consider how best to clean data and promote better data quality, and produce workable solutions



Experience with programming in open data analysis language such as Python, R and/or SQL.



Familiar with advanced techniques such as:

quality improvement methods such as statistical process control, statistical modelling and forecasting, statistical evaluation and hypothesis testing.
