Role Purpose
This is a developmental specialist role, offering a supported pathway for professional growth and qualification in accessibility and inclusion. It is designed to progress into a full Access & Inclusion Lead position through funded professional training and mentoring.
The role leads on accessibility, inclusion, and coproduction across the organisation and with external partners, ensuring that the lived experience voice is central to shaping and influencing policy, systems, and structures. The postholder will provide expert access advice, deliver access-related programmes, champion best practice in accessibility and inclusion, and contribute to organisational sustainability through commercial projects. They will also take the organisational lead on Equality Impact Assessments (EIAs), ensuring that all policies, practices, and decisions are fair, inclusive, and compliant with equality legislation.
Key Responsibilities
Access Advice & Guidance
Provide expert advice on accessibility and inclusive design to internal teams, statutory bodies, businesses, and community partners.
Keep abreast of the latest accessibility legislation, guidance, products, and standards (e.g. Equality Act 2010, BS8300, emerging assistive technologies).
Advise on building access, digital inclusion, transport, services, and communication formats.
Programme Leadership
Lead on access-related programmes with external partners, ensuring measurable outcomes that improve inclusion across Cornwall & the Isles of Scilly.
Act as the key point of contact for organisations seeking advice on accessibility improvements.
Lead by example in promoting inclusive practice, supporting collaboration and shared learning with partners across public, private, and VCSE sectors.
Ensure robust monitoring and evaluation frameworks are applied to evidence impact.
Commercial Projects & Income Generation
Deliver commercial access audits and consultancy services contributing to the organisation's sustainability.
Produce formal reports for commissioned projects, setting out findings, recommendations, and prioritised actions to support clients in improving accessibility.
Contribute to the financial sustainability of the organisation by achieving agreed performance measures (e.g. number of audits commissioned, income targets, new contracts secured).
Work with the senior team to identify and develop new opportunities for fee-based accessibility services.
Coproduction & Engagement
Coordinate and commission coproduction activity, ensuring disabled people's lived experiences shape decisions and influence local and national policy.
Facilitate workshops, forums or other engagement to capture and amplify lived experience perspectives.
Ensure accessible engagement methods are used across all activities.
Knowledge, Resources & Development
Maintain, update, and refresh the organisation's access resources, toolkits, and specialist software to ensure accuracy and relevance.
Share knowledge internally to strengthen organisational understanding of accessibility and inclusion.
Commit to progressing through recognised professional training pathways (e.g. Centre for Accessible Environments courses or equivalent).
Organisational Contribution
Represent the organisation at external meetings, boards, and strategic forums.
Contribute to policy development, strategy, and advocacy work.
Lead on Equality Impact Assessments (EIA) for the organisation's policies, practices, and key decisions, ensuring they promote fairness, equality of opportunity, and non-discrimination.
Promote the social model of disability and the values of a rights-based Disabled People's Organisation (DPO).

Success in this role will be measured through a mix of quantitative and qualitative outcomes, including:
Delivery and Impact
Delivery of agreed number of access audits, coproduction projects, and reports each year.
Demonstrable improvements in accessibility and inclusion outcomes for clients and partners (as evidenced by feedback, case studies, or evaluation data)
Quality and Compliance
Equality Impact Assessments (EIAs) completed and reviewed annually across organisational policies and key decisions.
Access resources, toolkits, and software maintained to current standards and regularly updated.
Income and Sustainability
Achievement of targeted income contribution to support organisational sustainability.
Identification and development of new opportunities for access consultancy, training, or fee-based services.
Engagement and Reputation
Positive stakeholder feedback on accessibility advice, training, and engagement activities.

Person Specification
Essential
Lived experience of disability or long-term health condition or unpaid carer (welcomed and encouraged).
Strong understanding of accessibility, inclusion, and the social model of disability.
Excellent communicator (written and verbal), with the ability to write clear reports, present findings, and engage confidently with a wide range of stakeholders.
Strong IT and digital skills, with the ability to use software systems, audit tools, and Microsoft Office (or equivalent) to a high standard.
Experience of partnership working, influencing, or advocacy.
Ability to coordinate programmes and manage multiple priorities.
Access qualifications such as CAE, or the willingness to undertake training supported by the organisation.
Ability to lead and carry out Equality Impact Assessments (EIAs)
Commitment to equality, diversity, and human rights.
Access to a vehicle and ability to travel for projects, training, and development, including out-of-county.
Knowledge of relevant legislation (Equality Act 2010, Public Sector Equality Duty, building regulations).
Familiarity with digital accessibility standards (e.g. WCAG).
Experience of income-generating projects or consultancy.
Other Requirements
Ability to travel across Cornwall & the Isles of Scilly (and occasionally further).
Flexibility to work occasional evenings/weekends for events or engagement activity.
Commitment to professional growth through training and development, including attendance at out-of-county training programmes.
Starting Salary:
28,000 - 32,000 per annum, depending on qualifications and experience. This is a developmental role with clear progression opportunities as experience and qualifications grow. The organisation will fully fund relevant professional training (e.g. Centre for Accessible Environments qualifications), with a fair training agreement in place (with a tapered repayment only if leaving within a defined period).
