This is an opportunity to study for a Level 4 qualification while earning a salary and gaining practical skills by working as a member of the Housing Standards Team as an Apprentice Regulatory Compliance Officer.



You will study with a recognised provider of the Level 4 Apprenticeship (Equivalent educational level: Higher National Certificate), ideally commencing September 2025 and on days when not attending taught classes, will work in the team supporting Housing Standards regulatory activity. This will include ensuring Houses in Multiple Occupation (HMOs) are compliant with regulations, Landlords are fully compliant and that the incoming provisions in the Renters Rights Bill are met.



Building on the taught knowledge of the course, you will develop the practical skills of a Regulatory Compliance Officer, while learning from and supporting experienced professionals.



It will be a condition of any employment offer that you are accepted onto the Level 4 RCO apprenticeship course.



We're looking for an individual who is:Looking for a career where they can make a difference to peoples' health and the wellbeing. Able to cope with the academic demands of the study while working to develop their practical skills. Motivated and organised, with good time management skills and an ability to communicate effectively.
The ideal candidate will have:An investigative and analytical approach. Strong IT skills and be able to produce clear reports and case records. GCSE in Maths and English at Grade 4 - 9 (or equivalent). Someone who represents our values and behaviours.
As part of the apprenticeship package, the degree tuition fees are fully funded by the employer, meaning you will not require a tuition fee loan. You will also earn a salary while you study, as well as having your core travel expenses to attend study funded by the employer.

In light of this, we treat care experience as though it is a protected characteristic. In practice, this means that applicants with experience of the care system, who are aged under 25 and under the Care of Torbay Council and who meet all the essential criteria for this job will be offered a priority interview

Essential:Able to present verbal and written information clearly and concisely. Ability to see tasks through to a successful conclusion to ensure objectives and deadlines are met. Initiative and commitment with a flexible approach to work.

As this post meets the requirements of the Immigration Act 2016 (part 7), the ability to converse at ease with members of the public and provide advice in accurate spoken English is essential for the post.
