Job Purpose



To lead on the prevention, investigation, and resolution of complex anti-social behaviour (ASB) and safeguarding concerns, ensuring that Eastend Homes is a safe and supportive landlord for all residents. You will work directly with residents and partner agencies to uphold tenancy conditions and protect vulnerable individuals, aligning your work with Eastend Homes' values:

Key Responsibilities

1. Anti-Social Behaviour Case Management

Lead on complex ASB cases, from initial report to resolution, including evidence collection, risk assessment, enforcement, and closure.

Use legislative tools such as Civil Injunctions, Community Protection Notices, and tenancy enforcement action to tackle serious ASB.

Support staff and residents to address lower-level nuisance and neighbour disputes through informal resolution and early intervention.

Ensure that victims and complainants are supported throughout the process, and that perpetrators are held accountable.

Keep clear, timely, and GDPR-compliant records using case management systems.

2. Safeguarding and Vulnerability

Act as a designated safeguarding officer, responding to concerns involving children and adults at risk in line with local authority procedures.

Complete referrals to relevant statutory agencies (Adult Social Care, Children's Services, MARAC, MAPPA, Prevent) and attend multi-agency meetings.

Work with housing colleagues to identify vulnerable tenants and develop action plans that prevent harm and promote tenancy sustainment.

Deliver safeguarding briefings or guidance to staff to maintain high awareness and compliance.

3. Community Safety and Prevention

Identify ASB hotspots and contribute to estate-based solutions such as target hardening, CCTV, and design-out-crime measures.

Work alongside police, youth outreach services, and community safety partners to promote safer neighbourhoods.

Support and contribute to community events or resident engagement forums to raise awareness of ASB reporting, safeguarding, and support services.

4. Partnership and Performance

Foster effective partnerships with agencies including police, social services, health teams, victim support, and the local authority.

Produce accurate and timely reports for managers, committees, and external partners as required.

Use resident feedback, complaints, and performance data to drive service improvement and learning.

Person Specification



All criteria below are essential unless marked as desirable.

1. Experience

Experience in managing ASB or tenancy enforcement cases.

Experience working with safeguarding concerns and vulnerable residents.

Experience working in partnership with statutory and voluntary sector agencies.

(Desirable) Experience in a social housing, local authority or community safety setting.

2. Knowledge

Excellent case management and investigative skills.

Strong interpersonal and communication skills, with the ability to de-escalate conflict and support residents in distress.

Ability to make sound, evidence-based decisions and manage complex risk.

IT literacy and experience with case management systems.

Ability to manage a varied workload under pressure and meet deadlines.
