Salary:

The starting salary is 60,893, which includes allowances totalling 2,928.


The salary is broken down as 57,965 basic salary, which will increase annually until you reach the top of the scale 63,230. Plus, a location allowance of 1,928 and a non-pensionable allowance of 1,000.

The primary Met Location for this role is Bow. Travel across the Met Estate, to attend meetings as required by the business, is expected.

Digital, Data and Technology (DDaT)




The mission of Digital, Data and Technology (DDaT) is to provide the Met with information (and specifically data), communications and technology to help frontline officers and Met staff do their jobs more efficiently, to deliver the New Met for London plan. In other words, DDaT is about "passionately delivering trusted technology for precise data driven policing".


As well as keeping up to speed with developments in technology and making recommendations for new equipment and systems that will help modernise policing, DDaT also comprises the Data Office which:

Owns and drives the data compliance and analytics agenda. Brings together the accountabilities that are currently dispersed across the Met business areas. Consolidates and further develops existing Met data and insight services. Enables data sharing and collaboration to serve the public and external partners.

Job Purpose




As a Business Analyst in the Business Engagement Team, you will be responsible for:

Engaging with all seniority levels of the business to understand and analyse their business problems, technology requirements and to concisely articulate this into decision papers for board review and approval. Designing business activities and processes with a requirement on technology enabling the progression of projects into delivery. Working alongside DDaT leads, you will come together with operational colleagues, project teams and third-party suppliers to translate business needs into requirements, business capabilities and solution options that can be delivered by DDaT. Conducting assessments of products available to the Met as well as market scans to understand options and value for money. Providing information to enable the business to make informed decisions on the options to meet the business outcomes, their relative business value and therefore which projects to progress. Creating key artefacts used in the project lifecycle: i.e. process models and maps, statement of requirements, decision and options papers, benefits realisation etc. Consulting on other artefacts including business and technology design, business change requirements, impact assessments etc.

Key Role Responsibilities




You will be responsible for the delivery of discrete items of work that will inform spends of up to 10M on Met Technology projects. You will typically work on 8-10 projects each year, and to simultaneously manage 3-4 depending on their size and complexity.


Primarily you will work on the scoping, planning and analysis phases of project delivery, with some design and implementation projects also. You will work closely with business users to coordinate and prepare the following artefacts with support as required:

Supporting Analysis Documentation - problem statements, gap analysis, use cases, process models, functional specifications and designs. Statement of Requirements - business / functional / non-functional requirements. Decision Papers - business cases (OBC / FBC), business justification papers, discovery papers, options papers etc. Business Benefits - benefits mapping / linkage, benefits realisation.

You will be responsible for engaging with the business to obtain the information to produce these artefacts (above). This will be done through workshops, meetings, observations etc, and populated in templates for presentation at decision making boards.


Your engagement will span all levels of seniority and business areas. Relationship management and effective communication will be important as you prepare for and facilitate workshops and stakeholder meetings identifying relevant information for your artefacts. You will act as a bridge between the business and the technology, ensuring a common understanding of the needs and constraints of both to ensure alignment. You will manage the delivery of all Business Analysis products within project deadlines ensuring that you identify and document gaps, highlight risks and recommend mitigations or business improvements. You will author Business Cases and be responsible for collating the information required for them - these papers will be compendious.


You will work with other teams within DDaT to scope and assess system / supplier viability and understand value for money. You will conduct horizon scans (internal) and market scans (external) to identify available solutions to meet business needs, while mindful of value for money.

For this role the Vetting Clearance is Force Clearance Level, Recruitment Vetting (RV), and National Security Vetting (NSV) Level, Counter Terrorism Check (CTC).

Knowledge

The Green Book Treasury's Guidance.

Experience

Supported procurement processes through government frameworks. Business Analyst in a complex ecosystem of suppliers and managing third-party suppliers. Business Analyst in other public sector organisations, running both agile and waterfall deliveries.

Qualifications

BCS International Diploma in Business Analysis - desirable, not essential.
