The Role





We have an exciting new role for a Business Analyst to join our Portfolio Delivery department. The CAA's Portfolio comprises a diverse group of programmes and projects; this includes large transformational programmes to help us deliver our strategic plan to make aviation better for those who choose to fly- and those who do not.


These programmes and projects will impact the way we operate, improving efficiency as well as refreshing key IT systems and supporting our aspirations to become a better regulator and improve choice and value for consumers


Reporting to the Project Manager of the project to which they are assigned, this post will support the delivery of projects through the provision and application of effective and robust business analysis activities. Projects within the CAA are delivered using both Waterfall and Agile methods, utilising Government Digital Services (GDS) principles of Discovery, Alpha, and Beta where appropriate and therefore the post-holder will have demonstrable experience of some or all of these approaches.


To be effective, the post-holder will be able to work independently, proactively and with versatility in responding to changing circumstances. The post-holder will need to be able to work at a detailed level, ensuring that business needs are sufficient to enable options to be defined, designed, and implemented. They must be confident in challenging business sponsors where appropriate and need to ensure that proposed approaches and solutions address problems and not symptoms. The role requires excellent communication skills and the ability to provide challenge where information is inconsistent, or solutions do not represent value for money.


Core Accountabilities



Facilitate business and stakeholder management and engagement to deliver relevant Business Analysis activities using appropriate tools and approaches Accurately analysing and documenting business requirements in an appropriate format Baseline current-state processes and design potential future-state processes using the appropriate Business Process Modelling methods and tools to CAA standards. Ensure that legislation, policy, and written guidance are clearly identified Perform and facilitate analysis of business processes to establish improvement opportunities Either working independently or as part of a wider analysis team deliver the analysis goals of the project. This will include the delivery of Discovery / Alpha / Beta phases (as appropriate) Work with the business as necessary to identify options and supporting recommendations (incorporating both process and IT change) to meet the business requirements Identify synergies across differing change initiatives


About You



We are keen to hear from Business Analysts who have worked proactively with versatility in responding to changing circumstances and have a detailed understanding of the Business Analyst role.


You would be familiar with working at a detailed level, utilising Agile and / or GDS techniques to ensure business and external stakeholder needs are sufficient to enable options to be defined, designed, and implemented.


Confident in challenging business sponsors where appropriate to ensure that proposed approaches and solutions address problems and not symptoms.


You'll be fully conversant with the creation of Business Cases and project justifications.


The role requires excellent communication skills and the ability to provide challenge where information is inconsistent, or solutions do not represent value for money.

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

Relocation & Property




The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years' time. Our move is driven by strategic, operational and environmental considerations.


We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers.


We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028
