The South East Reserve Forces' and Cadets' Association has a vacancy the position of Cadet Administrative Assistant with The Royal County of Berkshire Army Cadet Force. Working with the Army Cadet Force offers a fantastic opportunity to engage with your local community and make a difference to the lives of young people.

The CAA will be based both in the Headquarters in Reading within the secure grounds of the Army Reserve Centre on Oxford Road and will visit detachments throughout their area within the county of Berkshire. The ideal applicant will have served in the Armed Forces as a Non-Commissioned Officer in a stores accounting role.

The appointment calls for:



A working knowledge of stores accounting duties.

Control of weapons and ammunition.

The ability to handle routine correspondence.

A full driving license.

Basic computer literacy.

The successful applicant will be required to reside within daily commuting distance.

The salary is 32,204 per annum.

The successful applicant will be required to be security cleared, which will include an Enhanced Disclosure from the Disclosure and Barring Service. This full-time permanent post is subject to a six months probationary period.

General Description:



1. The CAA is a full time employee of the RFCA and is responsible to the Cadet Executive Officer (CEO) for all administrative and G4 matters within his allocated Area/Detachments.

2. The CAA is required to serve in the ACF and will be enrolled as an Adult Instructor at the discretion of the RFCA. They would hold a rank of not less than Sergeant (Instructor) rising to Sergeant Major Instructor (WO2) based upon their experience. If previously commissioned CAAs may only be promoted to the paid acting rank of Captain in exceptional circumstances and for specific periods of time. Permanent Support Staff are entitled to special paid leave, reference CRFCA Staff Regulations.

General Responsibilities



3. Management of ACF Properties:

a. Prepare and publish an initial site risk assessment on buildings and external areas and carry out at least an annual review.

b. Conduct monthly internal and external inspection of building fabric, fixtures, fittings and furnishings, report defects, correct faults in compliance with SHEF legislation and regulations and prepare works service submissions where necessary.

c. Co-ordinate access for contractors and monitor works services on behalf of RFCA.

d. Manage any ground maintenance, implement frost precautions and monitor mains services and facilities as required by the RFCA.

4. a. Maintain records for each Detachment and account periodically as directed by the CQM for:

(1) Accommodation stores.

(2) Training stores and equipment.

(3) Fire safety equipment.

(4) Publications and manuals.

b. Issue and account for all clothing and equipment on loan to Detachment staff and cadets. Advise and assist the Detachment Commander to take any necessary action to recover uniform from cadets when they leave the ACF.

c. Inspect all stores and equipment issued to each Detachment on a periodic basis as directed by the CQM and make provision for replacements as necessary.

d. Make evening visits to all their Detachments at least once during a 2 month period or as as necessary to carry out these duties and to advise and assist the Detachment staff to manage Detachment stores and equipment properly.

e. Assist the CQM to prepare weapons and any controlled stores for Assurance Inspections.

SHEF Management:

a. Publish the Cadet Commandant's annual SHEF policy statement at each Area HQ and Detachment.

b. Provide, inspect and test Detachment fire safety equipment and replace as necessary in accordance with the DFS(A) Fire Management Plan.

c. Provide and publish Detachment Fire Orders and position fire exit signs in accordance with the DFS(A) Fire Safety Management Plan.

d. Ensure that each Detachment holds a monthly fire practice and maintains a record.

e. Arrange for portable electrical and electronic appliances to be tested as directed by RFCA.

f. Provide each Detachment with a first aid kit as supplied by the CQM and ensure that each Detachment operates the accident/incident reporting system and check the First Aid box on a monthly or as required by the CEO.

g. Liaise with any lodger unit or tenant concerning SHEF matters.

6. Range Safety: (For those Detachments with a miniature range)

a. Act as Range Responsible Person and provide, publish and annually review Range Orders.

b. Publish and revise annually, a list of authorised Range Conduct Officers for each range.

c. Regularly inspect the Range fabrication and condition on a monthly basis and counter sign the Range Log.

d. Attend range safety inspections arranged by Formation HQ and arrange range cleanliness inspections in accordance with RFCA policy, and action any subsequent reports.

7. Security:

a. Attend Area HQ and Detachment security inspections and reviews as arranged by Formation HQ and action any subsequent reports.

b. Ensure the secure storage of weapons and ammunition at each armoury or Detachment arms store in accordance with JSP440. Ensure that secure arrangements are made to transport weapons and ammunition to training, and that proper records for arms and ammunition checks, issues and receipts are kept.

c. Monitor, on behalf of the CQM, the correct handling of security keys at Area HQ and Detachments.

8. Cadet Training Away from the Detachment:

a. Assist the Area/Detachment Commander by booking training/activity facilities, compiling requests for logistic and administrative support and booking transport as authorised by the CEO/CQM.

b. Provide the necessary logistic support including messing and accommodation arrangements as required.

9. Conduct Duties of the Unit Ammunition Storekeeper.

a. Issue and Receipt Ammunition as directed by the CQM.

b. Order Ammunition Stocks via UAMS.

c. Backload expired Ammo, Brass & H83 Containers.

d. Ensure the cleanliness and maintenance of the Magazine.

e. Liaise with QM 7 Rifles to ensure that the NEQ is not exceeded.

f. Act as the County "Authorised Representative (Road)" for preparation of ammo & paperwork for Ammo for road moves.

g. Preparation of DGNs and liaise with civilian police forces for the movement of Ammo by Road.

10. Cadet Training Centre Manager Duties.

a. Prior to an event, confirm the number of feeders and calculate the Ration Funding available for feeding using the DMR.

b. After an event, reconcile the Ration Roll and prepare AF776 for CEO.

c. Submit Ration Returns to HQSE Catering WO.

d. Undertake L2 PPM Checks at CTC.

e. Manage County Stores held at CTC.

f. Act as Range Responsible Person for the Air Rifle Range at CTC.

10. Personal Responsibility.Administer and maintain responsibly any vehicle allocated for his or her use.

11. Westminster. To be conversant with the Westminster package and enter data as required.

12. Courses. To attend courses as required for the job to both upgrade skills and enhance Personal Development

13. Carry out any other tasks as directed by the CEO or CQM.

14. Training for the Role. The following are mandatory training requirements for the role. The incumbent may already have undertaken these courses, if not training will be provided:

a. Essential.

i. Authorised Representative (Road) - this allows preparation, loading and packaging of ammunition for road movement.

ii. Unit Ammunition Storeman - This allows the incumbent to manage a Magazine, demand and backload Ammunition.

iii. Maintain a Driving Licence (Cat D is essential).

b. Desirable Courses:

i. Defence Transport Operator - This allows for fleet management, booking transport & investigation of RTC.

ii. PAT Testing - This allows the incumbent to assess the safety of electrical equipment brought onto account between external PAT Testing.

iii. BAMS Account Training - This allows the incumbent to book DIO Training Areas.

iv. Clarity Account Training - This allows an individual to book White Fleet Transport and Hirings.
