Job Description


The Serious Fraud Office (SFO) is looking to appoint a Chief Financial Officer, you will be based in the London office. They operate a hybrid working policy.

The Chief Financial Officer is a pivotal role in the leadership of the Serious Fraud Office responsible for strategic engagement with HMT, the other organisations within the AGO remit and with a wide range of law enforcement agencies. The successful candidate will operate as a key collaborative member of the Senior Leadership team across the organisation, ensuring delivery of high quality services to the organisation by the finance, commercial and facilities teams.

You will lead your teams strategic advice to the Executive Committee (Director of the SFO, Chief Capability Officer, Chief Operating Officer and General Counsel) and to your peers in the Senior Leadership Team. You will ensure there is effective planning and management of the SFO\'s current resources to enable the Department to deliver its objectives within its financial settlement and provide value for money in all that it does. You will also be experienced in providing strategic resource planning advice helping to shape our annual business plans and longer terms strategies.

Job description

The key responsibilities for the Chief Financial Officer are as follows:

  • As the Chief Financial Officer you will be a member of the SFO Board and have executive responsibility for the effective functioning of the Audit Risk and Assurance Committee.
  • You will advise the Accounting Officer and the additional Accounting Officer in line with
, so that public money is safeguarded at all times and used appropriately, economically, efficiently and effectively in equal measure. * You will provide advice on the SFO\'s three year strategic plan, annual business plan and budget setting and forecasting. You will ensure the provision of high quality ad hoc and monthly management information to enable strategic insight and support robust executive decision making. You will work with senior leaders across the organisation to ensure the most effective use of its budget.
  • You will co-lead, with the Head of Strategy, the production of the annual report and accounts, ensuring that the financial aspects of the report meet NAO requirements, are produced to a high quality and on a timely basis
  • You will be responsible for delivering a high-quality Finance Business Partnering service throughout the SFO at all levels, combining robust information and analysis to provide insight and constructive challenge, effectively support strategic innovation, seeking to achieve efficiencies and sound business decisions across all Divisions.

Essential (assessed at application and interview)
  • Qualified with CCAB, CIMA or equivalent with a strong track record of success in a senior finance leadership role
  • Strong analytical experience and credibility across all aspects of financial management including effective and timely financial reporting and the ability to deliver value for money to maximise benefit
  • Excellent personal presentation and written communication skills, including a proven ability to explain complex financials to a broad base of recipients, including ministerial briefings; and as a leader building this capability within the finance function and across the Department.
  • Strong leadership skills, and the ability to motivate and develop staff. Promoting consistent excellence in the team\'s output, whilst balancing working at pace to manage a full workload with conflicting short and long-term priorities
  • A trusted senior finance leader, who uses their personal and professional credibility to build and maintain effective working relationships, make an impact on senior stakeholders and become a key advisor and partner.
In addition to the above, whilst not essential it is highly desirable that the successful applicant has:
  • Experience of audit and risk
  • Commercial/procurement experience
  • Facilities management experience

The SFO is a specialist investigating and prosecuting authority that tackles the top-level of serious or complex fraud, bribery, and corruption in England and Wales, and Northern Ireland. It is independent in making decisions about its cases. This includes whether or not to open an investigation or to prosecute a case. It is a civil service organisation that operates within the framework of government accounting and the Green Book. It is subject to government spending reviews.

Alongside your salary of \xc2\xa390,000, Serious Fraud Office contributes \xc2\xa324,300 towards you being a member of the Civil Service Defined Benefit Pension scheme.
