Brief Description

To specify the safe design and development of complex infrastructure railway enhancement and renewals projects throughout the early project lifecycle from inception to creation of robust single options in compliance with relevant legislation, client requirements and company standards and which includes:-

  • Reporting to a Development Manager and supporting the Development Programme Manager
  • Working in a small development team you will be developing projects through PACE1 ES1, ES2 and E3 stages
  • Working on a portfolio of Eastern Region projects that can be throughout Eastern Region with a variety of clients ( DfT, Councils, commercial business)
  • Working with and managing and co-ordinating a variety of Network Rail teams and external suppliers to ensure we develop minimum viable products that deliver the clients requirements
  • Leading the development of small to medium studies and working the Development Manager on more complex studies
About the role (External)

Key accountabilities
  • Implement PACE Phase 1 in accordance with the Client remits including appointing and managing supply services to deliver the required outputs where necessary, ensuring a successful transition of the project to delivery at the appropriate stage of the project.
  • Provide a professional, consistent, and effective development service to the client(s) and sponsors, using Project SPEED principles as a foundation for the development work.
  • Identify, establish, and maintain effective relationships with internal and external stakeholders. Collaborate through the wider rail industry to ensure projects deliver key requirements and remitted outputs for internal and external clients.
  • Produce project budgets, periodic reviews, forecasting, engaging with the commercial team in the development of contracting strategies, procurement activities and supplier engagement.
  • Evaluate project safety risk through the management of the pre-construction phase to reduce project risk exposure for both Network Rail and suppliers e.g., CDM compliance (appointments, competencies, duties), Safe by Design, Health & Safety documentation - Common Safety Method (CSM) Hazard Identification, Close Call monitoring.
  • Develop a baseline programme and on-going management, to support the delivery of an efficient Programme Level integrated plan.
  • Provide advice to clients on project development and related techniques which include identifying strategies for the development and implementation stages, balancing project objectives within known constraints e.g., available funding, current market conditions, access strategies, high level resources and programme timescales.
Essential criteria
  • Demonstrable experience in a project environment in particular managing ambiguity and complexity
  • Demonstrable experience in a project governance using GRIP and PACE and SPEED and MVP techniques
  • Project safety management knowledge (relevant construction and Health and Safety legislation)
  • Demonstrable experience of being focussed on their own and others safety and in understanding the implications of their behaviour and the safety rules
  • Demonstrable experience of seeking ways to improve ways of working, being open to change and doing things differently
  • Demonstrates an ability to make timely decisions and to think ahead
  • Demonstrable experience of having a positive attitude about work and change and demonstrating positive working behaviours
  • Knowledge and understanding of investment regulation and budget experience/accountability
Desirable
  • Membership of the Association for Project Management (APM) or relevant professional qualification
  • Demonstrable experience of managing within a complex matrix environment
  • Knowledge and understanding of investment regulations
