About DIO USF


DIO RD USF operate within a centralised Head Office at RAF Wyton and 2 regions East and West which span 6 major sites; RAF Lakenheath and RAF Mildenhall in the East Region and RAF Alconbury, RAF Croughton, RAF Fairford and RAF Menwith Hill in the West Region. DIO RD USF is responsible for supporting the USVF in the UK in the delivery of works; developing and implementing DIO/US Civil Engineering joint policy and procedures and undertaking Estate Stewardship on behalf of the Secretary of State to ensure the estate is Safe and Legally compliant


Summary of the Role


This is an exciting opportunity for a talented person to take up a new role of Contract Management & Development Support Officer to become specialised in the MOD/DIO/USF Hard Facilities Management (HFM), contract management and development areas. The role will be situated at one of our USF sites within West Region (RAF Alconbury) but will cover both East & West Regions with occasional travel required to any of the USF sites. The role will be interesting and challenging with no 2 days being the same. It will provide a daily sense of achievement in accomplishing our teams' outputs in the exciting arena.


The Post Holder will be working in a high-profile environment where the ability to engage and collaborate with the Industry Partners, Customers, Commercial and support the on Base DIO teams is key.


You will be expected to support your colleagues and enabling functions (contractually and financially) to deliver agreed outputs for DIO and the customer. You will seek out and act on customer feedback to drive improvement in performance, deliver changes to meet evolving needs.


You will support working relationships collaboratively within a stake-holder community consisting of USVF military, MOD/USVF & Industry civilian personnel to deliver customer and contractual requirements. Collaborative working is a key enabler to delivering with all stakeholders to ISO44001 principles.


You will support, scrutinise and facilitate customer contract change requirements ensuring all are delivered to time, cost and quality in line with expectations, whilst monitoring service performance of the contract and assure legal and contractual compliance.

Job description



Contract Development including Transition to BMC3.0



Coordination and representation for RD USVF at meetings and workshops to define changes and requirements for future contracts, reporting to the Assistant Head and other DIO stakeholders. Provide support on various activities in liaise on with Centre of Excellence, FM PD & Commercial on pre-planning for transition to future contracts Support the development of documentation underpinning transition including UTAD, Site/Contract Specific, Training Programme development, Buyer Supplied Information and maintenance of RD Risk & Issue Register and input on FM PD Programme R&I Register Provide support in co-ordination of the development of Contract Readiness Assurance Documents & Critical Activities including data transfer; accommodation; mobilisation and demobilisation; customer engagement and area specific requirements (ie. Commercial, financial, SHEMS) Support benefits realisation management process (collating evidence, monitoring and tracking). Provide support on collating information on day one amendments Provide support and co-ordination of Requests for Information (RFIs) Provide support to Digital Steward during development of the contracts and throughout the life of the newly implemented contracts Support activities related to new processes implemented on the future contracts such as assurance digitisation, coordinate training programs Undertake verification and validation activities associated with assets and pricing documents as requested Support wider Groups and DIO improvement plans by looking for initiatives, contributing to delivery and development, and prompting change including continuous development by suppliers Support the Contracts Manager in delivering improvement plans responding to opportunities at contract level to align with DIO's vision of a better estate, better service, and better business Coordinate site visits, workshop and meeting representation and provide support during development, tender and transition phases as and when required Lead and co-ordinate input on development, monitoring, evidence gathering and reporting of Identified Benefits & Realisation.

Leadership and Team Support



Support DIO RD USVF EAST/WEST Contract Management Team (CMT) including managing priorities and work of the team to ensure delivery of outputs. Promote a positive, collaborative and proactive working environment within the team, and with key enabling functions (contractual and financial) and with other teams across DIO and MOD Contributing to checking contracts are complaint with all mandatory and reporting requirements. Contribute to reporting any contractual inconsistencies to the Contracts Manager Team Lead Undertake any other tasks reasonably expected of the grade to support Defence and wider government objectives Act on customer feedback, both through formal and informal channels. Support development and delivery of action plans for systemic issues. Contribute to provision of prompt and expert contractual estate advice to the customer and DIO teams

Service Delivery and Assurance



Support the delivery of services to meet DIO and customer needs and ensure promptness and value Support the Contract Manager in providing annual assurance plans to ensure that the contractor follows relevant legislation and contract deliverables. Liaison and engagement with the Technical and Assurance leads to ensure compliance with DIO policies and practices Support investigation and rectification of compliance and service delivery issues Assist Contracts Manager in the production of accurate reports to the customer and DIO covering performance, issues, risks and opportunities Contribute to liaison with finance to ensure accurate financial reporting and forecasting.

Change and Supplier Management



Support Contract Manager on contract changes to meet changing customer requirements Support effective management through appropriate use of all contract mechanisms Contribute to liaison with commercial and finance to ensure effective DIO scrutiny and support for business case development. Support effective reporting of change delivery monthly, escalating issues as necessary. Support the Contract Manager in engaging with suppliers to share plans to ensure alignment of resources and priorities between parties. ###

Licences




Full UK Driving Licence- A driving licence is essential as the role shall require travel to multiple sites on the estate and these are not easily accessible via public transport.###

Fluent English speaking- Fluent English is essential as the candidate will be required to participate in and make notes from face-to-face meetings.###
