Job summary




The Chief Operating Officer Group is responsible for ensuring that operational and policy teams in the Home Office have the support they need to achieve the Department's priorities. The work is captured in a wide portfolio of enabling functions including human resources, estates, finance, investment management, performance management, governance and assurance, commercial, science and innovation and security.


The finance function comprises two Director roles with a Strategic and Operational focus. This role, the Operational Finance Director, is focused on: accounts production; system and management accounting; transactions and the in-year financial reporting; project and programme finance; and finance responsibilities for the Synergy Shared Services programme. The other Finance Director focuses on: strategic finance; financial planning; and business partnering.


As the Finance Director - Operations you will report to the Chief Operating Officer and will provide strong leadership for financial management and control for the Home Office, with a relentless focus on maximising the efficiency of the Department's delivery;

The successful candidate will need to demonstrate their detailed knowledge, experience, capability and behavioural approach to a high standard against the following key criteria:

Essential Criteria



Professional Qualifications and Experience



CCAB, CIMA or equivalent qualified accountant with a substantial track record of success in a senior finance leadership role in a fast-moving, complex, customer-focused organisation. Proven ability to interpret financial information to shape and influence organisational strategy.

Leadership



Substantial experience of leading, motivating and developing diverse teams of finance professionals. Demonstrated ability to foster teamwork across functional and organisational boundaries to deliver effective and efficient services. Specific experience of driving performance improvement and embedding a culture of excellence.

Strategic Influence and Corporate Outlook



Experience of influencing senior stakeholders with strong analytical skills and the ability to communicate complex positions clearly and compellingly. A broad corporate outlook and enthusiasm for transformation, with a proven track record in delivering efficiency savings aligned to strategic objectives.

Senior Team Experience



A successful track record of working as part of a senior management team, with direct and considerable experience in business planning, financial analysis, budget management, and performance appraisal.

Stakeholder Engagement



Experience of working with a wide range of internal and external stakeholders in a highly complex and politically sensitive environment, adapting communication and engagement styles effectively.

Resilience and Adaptability



Ability to operate effectively in an environment of complexity and ambiguity, demonstrating sound judgement and flexibility.

Desirable Criteria



Experience in shared services or ERP systems (e.g. METIS/Oracle Fusion) Experience in public sector or government finance Exposure to programme and project finance at scale
