Job summary





The Home Office's Public Safety Group plays a vital role in keeping the public safe by cutting crime (including disrupting the most harmful offenders), tackling its root causes, bringing criminals to justice and protecting the vulnerable. At the heart of delivering the Government's Safer Streets Mission, we work closely with policing partners and the National Crime Agency to ensure frontline services are effective, efficient and responsive to public needs. To deliver this, we develop and implement policy, provide funding, deliver legislation and work with partners across the UK to ensure safer and stronger communities. We make the most of innovation, data and partnerships to prevent crime, protect the vulnerable and tackle the highest harm crimes.


This is a demanding strategic leadership role, tasked with delivering reform and transformation across a wide swathe of policing and law enforcement activities. In particular, the post holder will be accountable for managing the England and Wales policing budget, the largest in the Home Office. They will lead on the development and delivery of national level capabilities to support law enforcement, including directly overseeing and acting as the Home Office representative for a number of major law enforcement IT programmes and driving new work to ensure that policing can make the most of the rapid developments in Artificial Intelligence. They will drive productivity across policing, supporting an ambitious programme, in close partnership with police colleagues, to deliver greater efficiencies among police forces. And, as part of a fundamental programme of police reform, they will act as the Senior Responsible Owner (SRO) for the establishment of a new national centre to bring together functions currently housed across a range of parts of the police and law enforcement landscape.


The successful candidate will report into a newly established Director General for Policing who, along with the Director General for Safer Streets, will co-lead the Public Safety Group. The post holder will be part of a senior leadership team consisting of 10 SCS PB2s. It is expected the post holder will have approximately 4 direct reports at SCS PB1 level, oversight of 1 SCS PB2 and a wider directorate of around 120 staff.

Job description



Key responsibilities of the role include:



Accountable for managing the policing budget and the police funding settlement which allocates funding to the 43 territorial police forces in England and Wales. In 2025-26 this totalled 19.6bn. Drive productivity across policing and supporting the delivery of technical and allocative efficiencies within policing. This includes working to reduce burdens on policing and identify more efficient and effective ways of working for police officers and staff. Transforming policing through technology to support the Home Office's Safer Streets Mission. Developing and acquiring technology to enhance crime prevention, detection, and investigation, improve productivity, and foster better police-public interactions. Successful delivery of the Police Commercial Efficiencies and Collaboration Programme (PECP). Mobilised as part of our commitment to delivering the Safer Streets Mission it will tackle waste throughout the policing system, unlocking cashable savings to invest in priority areas driving improved outcomes for citizens. Design of the National Centre of Policing: including structure, capabilities, governance, development and implementation of necessary legislation. Oversight of the Home Office's overarching law enforcement IT programme (working in close partnership with Home Office Digital Data & Technology colleagues) including the Law Enforcement Digital Service and Police National Database. SRO responsibility of a Government Major Projects Portfolio (GMPP) project to deliver ownership of the National Automatic Number Plate Recognition (ANPR) Service (NAS). NAS is new technology that will replace the existing national and local ANPR systems within police forces to create a single national ANPR data set that all Forces can access. Co-ordinating the Home Office's important role within the criminal justice system through mapping demand flows across the criminal justice system, improving progression of case files from the police to CPS, enhancing the use of data within the CJS and the co-ordination of Home Office policy relating to victims of crime. Co-ordination of Home Office responsibilities in the planning and delivery of HM Government UK Major Events, such as state visits and major sporting events. ###

Demonstrating an understanding of how to deliver transformation across a large system. Strong financial literacy and track record of success delivering value for money, with a demonstrable ability to engage effectively with both finance professionals and senior leaders. Strong Project Management skills and a track record of success in leading and managing major complex technical projects. If you have not already completed the Major Projects Leadership Academy (MPLA) course, you will be sponsored to do so. Excellent personal impact, resilience and interpersonal skills, with the ability to build sustainable relationships with a diverse range of operational partners.
