Role Title: Director, Group Corporate and Treasury Legal \xe2\x80\x93 Prudential Regulation Legal Counsel

Location: London, UK

What will you be doing:

\xc2\xb7 Lead legal adviser on UK and European prudential regulatory capital requirements. The role will provide day-today support to the Group-wide Barclays Group Finance and Risk functions around management of regulatory capital, including guidance on interpretation, disclosure and reporting requirements and interaction with external stakeholders, including regulators and industry peers.

\xc2\xb7 An important element of this role will be interfacing with key peer stakeholders in the first and second lines, and co-ordinating legal coverage of prudential regulatory issues with business unit aligned colleagues across the function.

\xc2\xb7 Providing technical prudential regulation law related expertise to Finance and Treasury in the management of Barclays\xe2\x80\x99 regulatory capital, including advising on interpretation of regulations, periodic reporting of capital, liquidity, leverage metrics and stress tests, interaction with regulators (including PRA and Bank of England).

\xc2\xb7 In order to ensure appropriate oversight and coverage of LRRs, there is a need for a senior, experienced lawyer to provide holistic legal coverage to the Finance and Treasury teams across the regulatory/legal lifecycle (i.e. advocacy, implementation of regulatory change and BAU coverage).

Key specific accountabilities:

\xc2\xb7 Take a leading role within the GCTL Team, working for and with the Head of GCTL, supporting Barclays Finance (UK and Europe), and acting as Legal Business Partner to Barclays Finance and Treasury, in relation to UK and EU prudential regulation matters. Working closely with US Legal colleagues in ensuring continuous and comprehensive coverage of prudential regulation matters across the Group.

\xc2\xb7 Assume primary responsibility for advising on UK and EU prudential regulation legal matters and UK and EU laws, rules and regulations applicable to Barclays. Working closely with Markets Legal colleagues in ensuring continuous and comprehensive Legal coverage of the same.

\xc2\xb7 Advising and supporting Barclays Finance and Risk functions in the assessment and interpretation of capital and risk weighted assets, including management of the Prudential Regulation Authority\xe2\x80\x99s or The Central Bank of Ireland\xe2\x80\x99s166 Skilled Person reviews.

\xc2\xb7 Support and advise Barclays Recovery and Resolution Team in meeting the requirements of the Bank of England\xe2\x80\x99s resolution regime, including maintenance and updating of Barclays Resolution and Recovery plans.

\xc2\xb7 Supporting and advising Barclays Finance and Treasury on internal funding transactions and advising on regulatory capital implications.

\xc2\xb7 Advise on prudential regulation reporting and disclosure requirements, including public and PRA/ BoE reporting as they apply to the Barclays Group, working alongside Finance, Treasury and Investor Relations functions.

\xc2\xb7 Advise and support Barclays Finance on engagement with the Prudential Regulation Authority, the Bank of England, The Central Bank of Ireland and other regulators.

\xc2\xb7 Work alongside other internal stakeholders to develop and provide bank-wide input into trade association and related initiatives relating to prudential regulation and any other associated issues.

\xc2\xb7 Lead and advise on legal and regulatory aspects of ad hoc strategic projects with reference to applicable laws and regulations, including impact of international regulatory frameworks and initiatives. Working alongside Barclays Finance, lead and advise on legal and regulatory aspects of Basel 3.1, including assessing the impact of, and preparing for, implementation.

\xc2\xb7 Instruct and manage Barclays relationship with external counsel across multiple jurisdictions, reviewing advice and legal opinions and liaising with internal stakeholders in relation thereto. In all cases manage provision of external legal support where required.

\xc2\xb7 Knowledge management: Implement a strategy for creating, collating, and distributing know-how, policies and business guides.

\xc2\xb7 Pro-actively manage legal spend in connection with maintenance and management of prudential regulation requirements, maintaining a focus on ensuring a high-quality service is delivered with the commercials of the organisation in mind.

What we\xe2\x80\x99re looking for:

\xc2\xb7 Qualified UK Lawyer (Solicitor, Attorney or equivalent).

\xc2\xb7 Deep knowledge of the Capital Requirements Regulation (CRR II), Capital Requirements Directive (CRD V), UK CRR, Bank Recovery and Resolution Directive, The Banking Act 2009, EU Bank Recovery and Resolution Directive, the Prudential Regulation Authority\xe2\x80\x99s bank prudential framework and Rulebook and The Bank of England\xe2\x80\x99s Resolvability Assessment Framework (RAF).

\xc2\xb7 Demonstrates significant legal knowledge and expertise of UK and EU bank prudential regulation gained either in private practice, in-house or at a regulator

\xc2\xb7 Strong technical legal skills and academic background.

\xc2\xb7 Comfortable with and used to working to tight deadlines.

\xc2\xb7 Motivated by tackling new technical areas of law without prior experience.

\xc2\xb7 Strong commercial focus with an aptitude for problem solving.

\xc2\xb7 Confidence in advising on key risk issues and mitigants and helping the businesses to make decisions.
