\xc2\xa351,824 - \xc2\xa361,414 (National) \xc2\xa353,812 - \xc2\xa363,252 (Outer) \xc2\xa355,799 - \xc2\xa365,089 (Inner) The EPRR Senior Exercise Manager will have extensive knowledge and experience of exercise simulation development, delivery and evaluation at a national and international level and will be responsible for potentially multiple and concurrent exercise projects. This role requires the management of exercise projects, resources and staff involved in a range of specialised EPRR functions and/or multi agency preparedness and response activities to support national and international health security operations. The post holder will lead complex projects encompassing the development and delivery of health focussed EPRR exercises, which will include both online and face to face activities. This will require frequent travel throughout the UK to attend meetings and to deliver exercise and training events. (Occasionally, the role will require international travel for emergency preparedness exercise and training events, which will require a flexible approach to working hours). The post holder will author the post-exercise report to identify and capture key learning; the exercise report is an important source of learning to ensure continuous improvement of health security operations within both UKHSA, DHSC, NHS England and the wider health and social care system. The EPRR Senior Exercise Manager will also be required to represent UKHSA EPRR at a broad range of specialist professional events including training & exercise development conferences, workshops etc and make regular contribution to a broad range of EPPR preparedness activities both within the UKHSA and with multi-agency external partners from across the national and international health and social care system. Location This role can be based at any one of UKHSA\'s core or scientific locations; Birmingham, Leeds, Liverpool, London, Porton Down, Colindale or Chilton. UKHSA offers hybrid working for its employees \xe2\x80\x93 this means that whilst the role will be based in one of our UKHSA core or scientific locations, there will be opportunities for an element of working from home. The balance between home and workplace working is to be agreed with the line manager, determined primarily by business need and in line with departmental policy. Currently this requires working from an allocated UKHSA base location for 40% of your contracted time as a minimum, increasing to 60% from January 2024. Some business travel will be required. You will be asked to express a location preference during the application process. Job description


As EPRR Senior Exercise Manager, your main responsibilities will include: (for full details of all main duties, please refer to the attached job description)
  • The EPRR Senior Exercise Manager will be responsible for the project management and delivery of multiple and potentially concurrent online and face to face simulation exercise activities and services. The post holder will have direct responsibility for the design, delivery and evaluation of a range of simulation exercise interventions for healthcare professionals in order to raise preparedness for the UK\xe2\x80\x99s health security operational response.
  • Analysing the outcomes of online and face to face exercise projects, by assimilating feedback data into written reports for internal and external customers and others in a timely manner. This includes a systematic approach to assess the value to exercise participants and/or learners of preparedness training and exercise activities; this is often referred to as Level 1: Reaction assessment
  • Author post-exercise and post-debrief reports to identify and capture key learning.
  • Conduct regular exercise needs analysis in order to determine the most relevant and cost-effective portfolio of exercises for EPRR within UKHSA and for its external partners.
  • Hold delegated responsibility for designated budget in respect of the delivery of appropriate exercise simulation projects.
  • Responsibility for the line management, coaching & mentoring of Senior Executive Officers including welfare and personal development.
  • Provide regular reports on progress against UKHSA\xe2\x80\x99s key performance indicators, business objectives and contribution to strategic goals.
  • Liaise with awarding bodies and manage the system of national accreditation for emergency preparedness exercises in relation to primary qualifications and continuous professional development.
  • Establish and maintain good relationships with relevant stakeholders.
  • Establish and maintain networks with key partners both within the UKHSA and with a range of external partners, including DHSC, NHS, Devolved Administrations and awarding bodies.

Person specification


It is important through your application and Statement of Suitability of 1500 words that you give evidence and examples of proven experience of each of the essential criteria. These include, but are not limited to:
  • Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area
  • Recent experience in the design, delivery, evaluation, assessment and management of emergency response simulation exercises
  • Experience representing organisations with senior stakeholders
  • Excellent communicator with superior writing and presentation skills (face to face and virtual environments
  • Building and maintaining effective networks and nurturing trusted relationships with key and senior stakeholders
