Job Description

Job Purpose



We are seeking a skilled and detail-oriented Estimator & Quantity Surveyor (QS) to join our dynamic team. The successful candidate will be responsible for preparing and evaluating accurate cost estimates and managing project finances across all phases, managing tender submissions to final account; ensuring that projects are tendered competitively, delivered within budget and complying with contractual and regulatory requirements. In addition, overseeing the commercial and contractual aspects of construction projects, primarily within the reactive maintenance and commercial construction sectors.

Experience working with framework agreements and public sector procurement is essential.

Key Responsibilities:



o Create standard company 'rates' by analysing current actual costs and examine estimates used by management for purposes such as planning, organising and scheduling work.

o Produce commercially sound and technically workable estimates to assist the company in winning projects

o Conduct continuous reviews of various tender websites and all other sources for tenders (such as E-tenders, CIS) to identify opportunities for tendering.

o Analyse drawings and other documentation to prepare time, cost, materials, and labour costs vs estimates.

o Prepare estimates by compiling take-off bids based on scope of work to produce fully detailed bills of quantities, or pricing bill of quantity produced by the client/ design team.

o Running of specific portfolio of projects and frameworks, incorporating all facets of commercial/contractual administration and liaison from pre-award and invitation to tender stage through to completion.

o Manage all commercial aspects of assigned projects from inception to completion.

o Coordinates with the client on all changes in scope, questions or clarifications regarding the work, during the bidding process.

o Keeping up to date with current building techniques and relevant codes of practice, building regulations and legislation to make sure these are taken account of in the estimating process.

o Ability to work to tight deadlines and work on multiple tenders simultaneously.

o Attend pre-tender and post-tender meetings with clients and internal teams.

o All quantity surveying duties including measurements, valuation, and agreement of work sections.

o Prepare accurate and competitive cost estimates for reactive and planned maintenance projects.

o Monitor project budgets, assess and manage contract variations, commercial risk and cash flow.

o Assess cost effectiveness of products, projects, or services, tracking actual costs relative to bids as the project develops.

o Consult with clients, vendors, personnel in other departments or contracts manager to discuss cost.

o Prepare cost and expenditure statements and other necessary documentation at regular intervals for the duration of the project manager.

o Tracking the payment status of projects and programmes/frameworks and creating cash flow forecasts for each project.

o Prepare interim and final valuations/applications for payment.

o Ensure contractual compliance.

o Ensure the Company's CRM system is utilised during each stage of project management, ensuring the data is correct and readily available for business information and reporting needs.

Key Skills & Experience:



Essential:



o Proven experience in both reactive maintenance (e.g., emergency repairs, voids, FM works) and proactive/planned works (e.g., refurbishments, capital upgrades).

o Proven experience in estimating in construction.

o In-depth understanding of construction materials, methods, and market rates.

o Competent in Measurement packages, Microsoft excel and word.

o Degree or equivalent in Quantity Surveying, Construction Management, or a related discipline.

o Strong knowledge of UK building regulations, contracts (e.g., JCT, NEC), and health & safety requirements.

o Excellent analytical and numerical skills.

o Strong communication and negotiation abilities.

o Strong IT skills including proficiency in estimating software, spreadsheets, and project management tools.

o Ability to work independently and collaboratively with clients, site teams, and suppliers.

o Excellent analytical skills with high attention to detail.

o Ability to work on multiple projects and meet deadlines.

Desirable:



o Membership in RICS, CIOB, or similar professional bodies.

o Knowledge of sustainable construction practices and materials.

o CSCS card (desirable).
